Medical Information Systems – Intercommunal Teleemergency Doctor System “Eastern Ruhr Area And Middle Ruhr Area. This Is A Mixed Supply And Service Contract Above The Relevant Eu Thresholds. The Subject Of The Contract Is The Procurement, Implementation, Integration And Further Development Of An Interoperable Tele-Emergency Doctor System, Including The Necessary Technical Infrastructure, Software And Communication Components As Well As Accompanying Support Services For The Tele-Emergency Doctor Center Of The “Telenotarzt Eastern Ruhrgebiet” Sponsoring Community And The Tele-Emergency Doctor Center Of The “Telenotarzt Mitteles Ruhrgebiet” Sponsoring Community. The Focus Of The Order Is On The Delivery And Integration Of Technical System Components. The System Includes In Particular: The Central Teleemergency Doctor Platform, The Technical Equipment Of The Teleemergency Doctor Workstations, The Necessary Rtw Peripherals, Interfaces And Integration Components As Well As Services For Operation, Support And Further Development. The Aim Of The Award Is To Procure A Uniform System That Enables The Parallel Operation Of Two Organizationally Separate Teleemergency Doctor Structures And At The Same Time Ensures Mutual Support, Especially In The Event Of Load Peaks Or Failures. A Key Aim Of The Award Is To Ensure Technical And Functional Interoperability Of The Two Teleemergency Doctor Systems. The Contractor Must Ensure That The Systems Of Both Sponsoring Communities: Are Compatible With Each Other, Enable Mission Takeovers And Handovers, And Ensure Consistent Data Processing And Communication. As A Result Of The Award Procedure, Two Separate But Coordinated Contracts Will Be Concluded: A Contract Between The City Of Dortmund And The Contractor And A Contract Between The City Of Bochum And The Contractor. The Contracts Are Legally Independent And Do Not Establish Joint And Several Liability Between The Sponsoring Communities, Unless Expressly Agreed Otherwise. The Services Must Be Provided By The Contractor In Such A Way That The Technical And Functional Requirements Of Both Sponsoring Communities Are Met And The Interoperability Of The Systems Is Guaranteed. Further Details Can Be Found In The Tender Documents, In Particular Appendix 3 Of The Service Description And The Contractual Conditions Contained In Appendix 4. The Delivery And Installation/Connection Services Should Be Completed By October 31, 2026 At The Latest And The Instruction/Training Services Should Be Completed By November 30, 2026 At The Latest. Entry Into The Productive Test Phase Must Be Planned By January 5Th, 2027 At The Latest.
