The Procurement Concerns A Right-Of-Use Agreement In Accordance With Chapter 11 Of The Act On Procurement Of Special Sectors (Act On Procurement And Right-Of-Use Agreements Of Units Operating In The Field Of Water And Energy Supply, Transport And Postal Services 1398/2016). The Provisions Of Chapter 11 Of The Special Fields Procurement Act Apply To Right-Of-Use Agreements. According To Section 109 Of The Procurement Act For Special Fields, Right-Of-Use Agreements Must Follow A Procedure That Is In Accordance With The General Principles Of Section 3 Of Special Fields. The Object Of The Acquisition Is A Sales Point Network Consisting Of Several Suppliers, Which Produces The Sales And Loading Service Of Hsl Cards And Hsl Qr Tickets And The Support Services Required For Sales Services. In Addition, It Enables Ticket Sales In Nearby Municipalities And Big Cities In Finland. The Goal Of The Competition Is A Model Where The Selected Suppliers Have Equal Opportunities To Price Their Services To The End Users, In Which Case Hsl Does Not Pay A Commission For The Sale Of Tickets To The Supplier, But The Supplier Collects Its Possible Commission From The End User. The Bidder Is Required To Have The Technical Ability To Integrate The Cash Register System With Hsls Ticket Sales System. In Procurement, A Framework Agreement Is Made With Several Suppliers. Based On The Tender, The Procurement Unit Will Select A Maximum Of 3 Suppliers, If Offers In Accordance With The Request For Tenders Come From This Many Suppliers. The Contract Does Not Give The Selected Suppliers The Exclusive Right To Produce Services. Hsl Can Complete The Sales Network As Separate Acquisitions, Where The Threshold Value Will Be Below The Threshold Value Of The Usage Rights Agreements, If It Is Justified In Terms Of The Urban Structure, Customer Segments Or Service Concept. A Justified Reason Can Also Be That There Are Not Enough Ticket Sales Points In A Certain Geographical Area. Customer Segments Can Be Based On, For Example, Travelers, Traffic Hubs (E.G. Ports, Stations) Or Customer Groups Demanding Special Service Concepts.
