In Accordance With Article 28 Of The Lcsp, The Contract Object Of This Document Responds To The Need To Guarantee The Adequate Protection, Conservation And Improvement Of The Public Hydraulic Domain In The Scope Of Action Of The Segura Hydrographic Confederation, O.A., In Compliance With Its Own Institutional Purposes And In Accordance With The Provisions Of The Water Framework Directive (Dma) And The Consolidated Text Of The Water Law (Trla). In Particular, The Planned Actions Allow Compliance With The Objectives Established In Article 92 Of The Trla, Aimed At Preventing Deterioration, Protecting And Improving The State Of Aquatic Ecosystems And Associated Terrestrial Ecosystems And Wetlands, As Well As Alleviating The Effects Of Floods And Droughts. Likewise, They Are Aligned With The Provisions Of Article 92 Bis Of The Aforementioned Legal Text, Regarding The Need To Prevent The Deterioration Of The State Of Surface Water Bodies And To Protect, Improve And Regenerate Them In Order To Achieve Their Good Ecological Status. In This Way, The Contract Addresses The Need To Remove Floating Waste Accumulated In The Segura River Channel And In Irrigation Returns, By Cleaning The Existing Retention Systems, Contributing To The Improvement Of The Flow Regime By Eliminating Obstacles And Obstructions, And Guaranteeing The Adequate Drainage Capacity Of The Channels. Likewise, These Actions Will Reduce The Environmental Impact Associated With The Dragging Of Waste, Preventing Its Arrival In The Mediterranean Sea And Eliminating A Source Of Pollution And Physical And Visual Degradation. As A Whole, The Planned Actions Will Contribute Effectively To The Achievement Of The Environmental Objectives Established By The Dma, Promoting The Good Condition Of The Water Bodies And Reinforcing The Control, Inspection And Water Police Functions Entrusted To The Hydraulic Administration.
