Expression of Interest for Establishment of a Pool of Technical Experts for Food Industry Support (PFAIU-ERP Project, Palestine) Pool of Expert To Establish a Pool of Qualified Technical Experts Who will be Contracted on an as-Needed, Task-Based Basis Throughout the Project Lifecycle to Support Implementation of Activities. 2. Background and Context The food industry is one of the most important productive sectors in Palestine, directly contributing to food security, job creation, and economic resilience. Food processing sectors particularly fruit and vegetable processing and canning face multiple challenges, including inconsistent product quality, technology gaps, weak process control, limited adoption of environmental and food safety standards, and restricted access to domestic and export markets. Small and medium-sized food factories suffer from operational inefficiencies and a lack of technical and managerial capacity, technology modernization gaps, weak export readiness, limited value addition, weak supply chain integration with farmers, and insufficient compliance with international certification schemes which reduces the competitiveness of Palestinian products in local and international markets. Micro, Small, and Medium Enterprises (MSMEs), which constitute the majority of food factories, are particularly constrained by operational inefficiencies, limited technical and managerial capacities, and weak compliance with quality, certification, and green production standards. These constraints undermine their competitiveness and growth potential. The Palestinian Food and Agriculture Industries Union (PFAIU), representing over 120 food companies across Palestine, is partnering with UNDP/PAPP under the Economic Resilience Programme (ERP) West Bank Component to strengthen MSME competitiveness and improve the business enabling environment. This assignment represents the foundational phase of a phased, demand-driven support package, anchored in ERPs market systems and value chain development approach. This assignment will also establish a sector-wide structured database and diagnostic benchmark system owned by PFAIU for future sector development programming. 3. Required Expert Profiles (4 Categories) # Expert Profile Key Responsibilities 1 Lead MSME Technical Support Specialist Validation of collected needs and intervention packages; list priority of financial interventions; oversee technical support MSMEs. 2 Food Safety & Quality Systems Expert (PSI/GMP/HACCP) Train 15 food industry specialists in QA/QC, auditing, hazard analysis; develop standardized curriculum; support GMP implementation and certification readiness in food factories. Palestinian Food and agriculture Industries Union 3 Supply Chain & Cold Chain Management Expert Deliver hands-on training in traceability, inventory management, return reduction, market distribution; conduct pre/post-training evaluations and follow-up mentoring. 4 Food Processing Operations Expert (per sub-sector) Support frozen vegetables, processed meat, canning, herbs drying, and packaging; improve production efficiency, reduce waste, introduce quality control systems.
