CLIENT: SADAR DEVELOPMENT AND RESILIENT INSTITUTE FINANCING: IFAD GRANT N°: 2000004304 The SADAR DEVELOPMENT AND RESILIENT INSTITUTE has received financing from the International Fund for Agricultural Development (the Fund or IFAD) towards the cost of Adaptive Agriculture and Rangeland Rehabilitation (A2R2). (the client or procuring entity), and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued. Purpose and objectives of the Assignment. Overall Objective of the Assignment The Adaptive Agriculture and Rangeland Rehabilitation (A2R2) Project represents a cornerstone initiative under the Federal Government of Somalias national strategy to build climate resilience, enhance agricultural productivity, and restore degraded rangelands across arid and semi-arid regions. Implemented in partnership with the International Fund for Agricultural Development (IFAD), the Global Environment Facility (GEF), and the Global Agriculture and Food Security Program (GAFSP), the project is designed to strengthen both institutional systems and community livelihoods through an integrated approach that combines policy reform, natural resource management, and capacity enhancement. The A2R2 Project operates in seven high-priority districts Belet Weyne, Baydhaba, Dhuusamarreeb, Galkacyo, Cabudwaaq, Kismayo, and Bardere representing the diverse agro-ecological zones of Somalias Federal Member States (FMS). The project seeks to directly benefit approximately 72,000 households through investments in water harvesting, rangeland restoration, and climate-smart agriculture, while simultaneously improving the enabling institutional environment at Federal and FMS levels. Specific Objectives of the Assignment To develop participatory field indicators that enhance Somalias national Land Degradation Neutrality (LDN) monitoring system. Specifically, the service provider will: 2 Review and assess existing LDN monitoring frameworks and data systems. Develop participatory, field-based indicators aligned with global LDN indicators. Integrate indigenous and local ecological knowledge into monitoring systems. Pilot and validate indicators across diverse ecological zones. Produce operational guidelines for institutionalization of participatory monitoring. Build the capacity of national and local stakeholders. A Consultancy firm will be selected using the CQS method set out in the consultants selection. The shortlisted consultant(s) will be provided with the detailed TORs and asked to submit a detailed technical and financial offer. The evaluation will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
