Expression of Interest for Recruitment of a Consulting Firm to Conduct a Feasibility Study for an Energy Recovery Project from the Waste Sector in the Imbo Region of Burundi and the Ruzizi Plain (Eastern Drc) The project aims to support community stabilization and recovery for refugees, other vulnerable groups, and host populations to strengthen resilience against security crises and other shocks. Investments in basic socio-economic infrastructure (health, education, water, hygiene, and sanitation) will enable Burundi to mitigate the impact of the crisis in Eastern DRC on both refugee populations and host communities in reception areas (Burunga Province, Musongati Commune, Musenyi Hill, and Bujumbura Province, Cibitoke Commune, Gateri Hill). In addition, the project will support sustainable solutions initiatives to strengthen livelihoods in Burundi while capitalizing on existing opportunities in agriculture, health, vocational training, employment, clean cooking solutions to combat climate change, hygiene, sanitation, and related sectors. These interventions are expected to promote job creation and empower vulnerable women. Finally, the project seeks to foster social cohesion between refugees and host populations through: (i) a leave no one behind approach, contributing to stronger social cohesion among beneficiaries; and (ii) a triple nexus approach that consolidates ongoing emergency interventions for sustainable development. To successfully carry out the assignment and meet project objectives, the consultant will be required to: Identify the types and volumes of organic waste generated (households, markets, agro-industries, agriculture); Identify current and innovative practices for collection, sorting, and treatment of organic and nonorganic waste; Analyze the possibility of integrating digitalization systems into waste collection, sorting, and management processes, and map the waste value chain in the region for greater efficiency and effectiveness; Determine constraints and opportunities related to the existing waste sector; Identify appropriate recovery processes (bioenergy, composting, organic fertilizer production, mushroom cultivation substrates, organic soil amendments, etc.); Analyze the availability of infrastructure, equipment, and required skills; Verify the continuity and regularity of organic waste supply; Estimate investment, operating, and maintenance costs of recovery facilities; Assess the economic profitability, environmental benefits, and financial viability of different options; Identify potential funding sources and sustainable business models; Study potential environmental impacts (soil, water, hygiene, emissions from decomposition); Identify social and economic benefits for local populations, particularly vulnerable groups (youth, women, refugees, and indigenous populations); Propose measures to minimize negative impacts and maximize positive outcomes; Identify and analyze existing legal, regulatory, and institutional frameworks; Collect information and data necessary for project implementation; Establish a digital learning and project monitoring platform for project indicators; Organize a regional workshop/conference to attract the attention of policymakers, financiers, and development partners in the African Great Lakes Region.
