Tenders are invited for Conducting Investment Grade Energy Audits for Selected Government Hospitals in Sri Lanka. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development with more than 18,000 employees. GIZ supports the German Government and public and private sector clients in around 130 countries in achieving their objectives in international cooperation. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party, but we also work with the private sector, fostering successful interaction between development policy and foreign trade. GIZ has been working in Sri Lanka on behalf of the BMZ since 1956. The assignment is divided into three separate packages. Bidders may bid for one or more packages: Package 1: National Hospital Kandy, Kurunegala Teaching Hospital, Colombo South Teaching Hospital, and Lady Ridgeway Hospital. Package 2: National Hospital Galle (Karapitiya), Sri Jayewardenepura General Hospital (SJP), Teaching Hospital Jaffna. and Teaching Hospital Batticaloa. Package 3: Colombo North Teaching Hospital, Anuradhapura Teaching Hospital, Apeksha Hospital (Maharagama), Key Responsibilities: Comprehensive energy performance assessment of electrical, HVAC (Central Chillers/VRF), thermal (Boilers/Steamers), and specialized medical systems. Installation of high-accuracy data loggers for real-time energy monitoring over a specified period. Identification and technical-financial analysis of Energy Conservation Measures (ECMS). Development of detailed Investment Grade Audit reports including M&V (Measurement and Verification) plans. Prospective companies should have the following: Proven experience in conducting Investment Grade Energy Audits (IGA) for large-scale commercial or healthcare facilities. A multidisciplinary team of certified Energy Auditors, Mechanical/Electrical Engineers, and HVAC specialists. Demonstrated expertise in auditing complex thermal systems (Steamers/Boilers) and central cooling plants. Experience with international energy auditing standards and M&V protocols (e.g., IPMVP). Prior experience working with government health sector institutions or donor-funded projects will be an added advantage.
