Sealed bid must be delivered to the Chairman, National Library and Documentation Services Board, No. 14, Independence Avenue, Colombo 07 at or before 02.00 p.m. on 15th June, 2026 by hand or Registered Post. Bidders submitting bids by mail or by hand, shall enclose the original and the copy of the Bid in separate sealed envelopes, duly marking the envelopes as "ORIGINAL" and "COPY". The tender number should be mentioned on the top left corner of the sealed envelopes. Bids shall be valid for a period of 90 days from the date of deadline for submission of the bids. Late Bids and Bids sent electronically will not be accepted and will be rejected. Bids will be opened immediately after the deadline of bid submission in the presence of the bidders representatives, who choose to attend. All Bids must be accompanied by a Bid Security in the form of a Bank Guarantee using the format given in the Bidding Document. A Pre-bid meeting will be held at 10.00 a.m. on June 9th, 2026. The Project Design, Development and Implementation is expected to be completed within 120 days. The bidder shall maintain the system for a minimum period of ten (10) years after implementation, subject to mutually agreed maintenance terms and conditions. NLDSB will not be responsible for any costs or any expenses incurred by the Bidders in connection with the preparation or delivery of Bids.
