Request for proposals for Preliminary Applied Research Programs in Selected Fields Deadline for Submission:11/08/2026 Summary: Academic research programs submitted on an ongoing basis by Implementation Companies are required to demonstrate initial applied feasibility at the time of application submission and to progress toward technology validation in a relevant environment, in order to: Reduce academic development risks; Address commercialization challenges; and Present measurable funding milestones enabling commercialization within a reasonable timeframe following the completion of the academic project. Within the framework of this Call for Proposals, the Israel Innovation Authority seeks to accelerate academic knowledge transfer in certain priority fields, where such acceleration is not feasible, inter alia, due to insufficient academic resources required to characterize initial applied feasibility. Accordingly, in the priority fields defined below, academic research incorporating initial proof of applied feasibility at Technology Readiness Level (TRL) 2 may be submitted. Program Description The Israel Innovation Authority announces the opening of a Call for Proposals for the submission of applications for grants to conduct preliminary applied research by Implementation Companies, targeting technologies characterized by market failure, commencing at Technology Readiness Level (TRL) 2 and concluding at TRL 5 (inclusive). Objectives: To promote technologies in priority fields while mitigating development risks and ensuring the technologys ability to meet commercial challenges in a relevant environment. To encourage applied research aimed at implementing methods, materials, and/or manufacturing processes adapted to the needs of the Supporting Corporation, with the objective of commercialization by the Supporting Corporation upon CFP Description and Relevant technology segments completion of the approved program. To enable new commercialization channels for academic knowledge owned by Israeli research institutions, adapted to industrial manufacturing processes. Accordingly, only applications for academic research programs beginning at TRL 2 and concluding at TRL 5 (inclusive) in the following priority fields shall be accepted: Priority Fields: 1. Blue Technologies Core technologies for operation, sensing, energy, and information processing in marine and underwater environments: o Advanced sensing and data processing technologies in marine environments (including data fusion and artificial intelligence) o Autonomy technologies for marine and underwater vehicles o Underwater communication technologies (acoustic, optical, and hybrid) o Energy and powerefficient electronics technologies for marine systems o Applied marine biotechnology technologies (energy, materials, and industrial applications) 2. Artificial Brain Computing, learning, and simulation technologies inspired by the biological brain: o Neuromorphic computing architectures and dedicated hardware o Spiking neural networks and eventdriven learning algorithms o Neurosymbolic systems and hybrid cognitive architectures o Technologies for mapping, modeling, and computational simulation of brain activity o Biohybrid neural technologies and bioelectronics interfaces 3. External Human Memory Storage Technologies for storage, retrieval, and augmentation of human memory and cognition: o Braincomputer interface technologies and cognitive augmentation o Computational memory technologies and longterm knowledge representation o Algorithms for storage, encoding, and retrieval inspired by biological memory o Humanmachine interaction technologies based on persistent memory 4. Green Nitrogen Fixation Technologies for nitrogen fixation under mild conditions with economic potential: o Electrochemical nitrogen fixation technologies o Plasmabased nitrogen fixation technologies o Synthetic biology and bioinspired technologies for nitrogen fixation o Artificial intelligence technologies for catalyst development and optimization o Distributed and modular system technologies for green nitrogen fixation Designated Audience Technology Transfer Offices (TTOs) Criteria Technological Aspect The level of technological innovation of the research, including its depth, complexity, and overall feasibility. The extent to which the proposed program falls within the Technology Readiness Level (TRL) range of 25, in accordance with the provisions set forth in the Call for Proposals. The prior basic or applied research upon which the application is based and from which it derives. Implementation Company Capabilities The ability to successfully complete the activity outlined in the application, including the applicants technological and managerial capabilities The ability to successfully achieve a funding milestone within a reasonable timeframe, including technological capability and commercialization potential. Business Aspect (Commercialization Potential) The business potential inherent in the technology, including market size and growth rate, and the competitive advantage of the technology (including aspects related to intellectual property). Response to the Challenge The extent to which the proposed program addresses the published challenge, where applicable.
