Request For Proposals For Pre-Feasibility Study To Scale-Up Of Ganaclima-Rd National Climate-Smart Livestock Program In The Dominican Republic. Gggi Dominican Republic Invites Eligible Firms/Entities To Submit Proposals For The Following Assignment: Pre-Feasibility Study To Scale-Up Of Ganaclima-Rd National Climate-Smart Livestock Program In The Dominican Republic. Project Background: Cattle Farming In The Dominican Republic Is An Important Pillar Of The National Agricultural Sector, Directly Contributing To Wealth Generation With A 23% Share Of The Agricultural Gdp, Creating More Than 300,000 Jobs Distributed In Rural Areas Across The Country, And Producing Highly Nutritious Foods (841 Million Liters Of Milk And 63 Million Kilos Of Meat In 2024) To Meet The Growing Demand Of The Local Population And Tourists. However, Extreme Climate Shocks Such As Droughts, Floods, And Hurricanes Are Expected To Occur More Frequently And With Greater Intensity In The Coming Years And Threaten The Sustainability Of Livestock Production And Agri-Food Systems In The Short And Medium Term. As Part Of The Prioritized Actions To Address And Explore Solutions That Mitigates Greenhouse Gas (Ghg) Emissions And Respond To These Climate-Related Challenges, From 2019 To 2022 The Dominican Government Implemented The Project Promoting Climate-Smart Livestock Management In The Dominican Republic (Ganaclima-Rd). The Project Was Implemented Under The Leadership Of The Ministry Of Environment And Natural Resources (Mmarn) And The Ministry Of Agriculture, With Technical Assistance From The Food And Agriculture Organization Of United Nation (Fao), With Funding From The Global Environment Facility (Gef), And With The Participation Of Conaleche, Digega, Banco Agrícola, Idiaf, And Fegacibao. This Pilot Initiative Was Implemented In 6 Provinces (Hermanas Mirabal, La Vega, Duarte, Espaillat, Sánchez Ramírez, Monseñor Nouel) And With 16 Producer Organizations From The Yuna River Basin, With The Aim Of Reducing Ghg Emissions And Improving The Adaptation And Resilience Of The Dairy And Beef Cattle Industry To Climate Change, Through The Implementation Of Climate-Smart Livestock Good Practice Models With A Focus On Family Farming. To Achieve The Proposed Objective, The Intervention Strategy Was Based On The Integration Of Innovation And Technology Transfer, Training, And Technical Assistance. Among The Technologies And Best Practices Implemented Are The (A) Use Of Grass And Forage Varieties Adapted To Agroclimatic Conditions, (B) Efficient Pasture Management Using Electric Fencing, (C) Development Of Silvopastoral Systems, (D) Improvement Of Livestock Feeding Using Local Inputs, (E) Forage Conservation, (F) Genetic Improvement Of Livestock, (G) Soil And Water Conservation, (H) Use Of Solid Waste To Produce Biofertilizers (Biodigesters), (I) Best Practices To Improve Milk Quality, And (J) Use Of Farm Records. Interventions Were Made On 240 Livestock Farms (30 Pilot Farms And 210 Associated Farms), With Positive Outcomes In Terms Of Food Production, Co2 Emissions, Income Sales, And Climate Resilience. The Initiative Also Consolidated A National Strategy To Institutionalize The Climate-Smart Livestock (Csl) Approach, Developed A Proposal Of A National Green Financing Product To Promote Csl Practices, And The Design And Implementation Of A Knowledge Management Platform On Csl (Https://Ganaderiayclimard.Do/). Based On The Outcomes, Experiences, And Lessons Learned From The Implementation Of This Pilot Phase, The Ministries Of Environment And Agriculture, With Technical Support From The Global Green Growth Institute (Gggi), The Fao, And The Participation Of Public And Private Actors In The Livestock Sector, Are Designing A Concept Note Proposal, To Be Submitted To The Green Climate Fund, To Scale Up Ganaclima-Rd. This Proposal Will Be Built Based On The National Strategy Document, The Livestock Extension Service Strengthening Plan, And The Green Financing Mechanism For The Livestock Sector, Developed Within The Framework Of Ganaclima, Considering The Consolidation Of A National Climate-Smart Livestock Program. The Proposal Will Focus On The Northern, Northwest, And Southwest Regions Of The Country And Will Be Structured Around Four Key Pillars: 1) Capacity Building; 2) Financing, Credit, And Agricultural Insurance; 3) Innovation And Technology Transfer; And 4) Monitoring, Research, And Data Analysis, Along With The Inclusion Of Cross-Cutting Issues (Inclusion And Gender Equality And Rural Youth; And A Communications Strategy). The Objective Of This Consultancy Is To Conduct The Prefeasibility Assessment That Can Support A Proposal To Scale-Up Ganaclima-Rd In 10 Prioritized Provinces Located In The Northern, Northwest, Or Southwest Regions Of The Country, For The Consolidation Of A National Climate-Smart Livestock Program. Proposed Activities And Scope Of Work 1) Proposed Activities For The Overall Project Gggi Seeks To Engage A Competent Consulting Firm (Hereinafter Referred To As Firm) To Develop The Technical Prefeasibility Assessment For The Scale-Up Of Ganaclima-Rd In 10 Prioritized Provinces Located In The Northern, Northwest, Or Southwest Regions Of The Country. Based On The National Strategy On Csl, The Livestock Extension Service Strengthening Plan, And The Green Financing Mechanism For Csl, Developed Within The Framework Of The Pilot Project Ganaclima-Rd, The Firm Will Identify The Livestock Farms Located In The Selected Provinces And Assess The Prefeasibility Of: (A) Transferring And Adopting Cls Technologies, And (B) Implementing 2 Proposed Financing Mechanism For Csl (A Credit Line And An Insurance Product). The Activities Include An Analysis Of The Technical Feasibility Of Deploying The Defined Csl Technologies In Livestock Farms In The Selected Provinces, Including Market And Value Chain Analysis, A Legal And Regulatory Assessment, An Environmental And Social Impact Assessment, A Preliminary Economic And Financial Analysis, A Risk Assessment And An Implementation Plan. The Firm Will Propose The Specific Activities And Methodologies That Will Be Carried Out In Support Of The Objective Of The Consultancy. The Prefeasibility Assessment Shall Be Designed To Directly Inform The Preparation Of A Gcf Concept Note (And Subsequent Funding Proposal Development), By Producing Outputs Mapped To The Gcf Investment Criteria And Results Management Requirements, And By Defining The Project Structuring Pathway Across The Gcf Project Cycle (Origination, Structuring, Concept Note, Funding Proposal, And Implementation Readiness). The Firm Will Coordinate Closely With The Technical Focal Points From The Ministry Of Environment And Natural Resources, The Ministry Of Agriculture, And Fao. The Firm Will Consult With And Validate Results With Relevant Stakeholders, Including But Not Limited To Conaleche, Digega, Banco Agrícola, Idiaf, And Fegacibao.
