Expression of Interest for Consultancy Services: Climate Vulnerability and Risk Assessment and Development of Climate Adaptation Guidelines and Action Plan - Chikwawa District Submission deadline: 12 June 2026 1.0 Background and Context Water For People Malawi is a non-governmental organization working to improve sustainable water, sanitation, and hygiene (WASH) services across Malawi through systems strengthening and long-term service delivery approaches. Chikwawa District is highly vulnerable to climate-related hazards such as floods, droughts, and extreme weather events, which continue to affect water infrastructure, service delivery, and community resilience. To strengthen climate resilience of WASH services, Water For People intends to engage a qualified consultant/firm to undertake a Climate Vulnerability and Risk Assessment (CVRA) and develop Climate Adaptation Guidelines and a Costed Climate Action Plan for Chikwawa District. 2.0 Objectives of the Assignment The consultancy will aim to: 2.1 Assess climate-related vulnerabilities and risks affecting WASH systems and communities in Chikwawa District. 2.2 Develop practical and context-specific climate adaptation guidelines for WASH programming. 2.3 Develop a prioritized and costed Climate Action Plan to guide resilience interventions. 3.0 Expected Outputs The consultant is expected to deliver: 3.1 A Climate Vulnerability and Risk Assessment Report. 3.2 Climate Adaptation Guidelines for climate-resilient WASH programming. 3.3 A prioritized and costed Climate Action Plan. 3.4 GIS maps, datasets, and stakeholder validation outputs. 4.0 Duration The assignment is expected to be completed within three (3) months. 5.0 Required Qualifications Interested consultants/firms should possess: 5.1 Proven experience in climate vulnerability assessments and adaptation planning 5.2 Experience in WASH systems and climate resilience programming. 5.3 Strong analytical, GIS, and report writing skills. 5.4 Familiarity with Malawis climate context, particularly the Lower Shire Basin.
