Arendal Municipality Is Responsible For Operation And Maintenance Of The Municipalitys Water And Sewage System (Va), Including Drainage Networks, Basins, Pumping Stations And Associated Technical Installations. The Procurement Concerns The Va System In Arendal Municipality And Drinking Water And Pumping Facilities Located In Grimstad Municipality. Over Time, The Municipality Has Experienced Increasing Challenges Linked To The Presence Of Pests, Particularly Rats, In The Sewage System. Rat Activity In The Va Network Entails A Risk Of Damage To Infrastructure And Technical Installations, Blocking Of Pipes And Back-Up Of Drains, Intrusion Of Vermin Into Buildings With Subsequent Health And Environmental Consequences And Increased Operating Costs And The Need For Urgent Measures. In Particular, Risks Have Been Identified Related To The Use Of Technical Solutions And Traps In The Drainage System, Where Errors Or Failures Can Lead To Unintended Consequences That Intensify The Problems, Rather Than Reducing Them. There Is A Need For A Solution That Also Ensures Supervision. The Municipality Therefore Needs A More Comprehensive And Risk-Based Approach To Pest Control In The Va System.
