The City Of Pudasjärvi Owns The Lumiareena Event And Sports Arena In Syötte. The Site Was Commissioned In 2019. The Current Operating Agreement For Reservation And Rental Activities Ends On December 31, 2026. The Event And Sports Use Of The Arena, Which Generates Income, Has Remained Relatively Small. The City Recognizes The Importance Of Snowareena For The Development Of Tourism In Syötte And The Entire City, And The City Is Committed To The Activity And Its Development. The Site Is Estimated To Have Commercial Potential, But At The Same Time It Has Been Recognized That Utilizing The Potential Will Require Significant Changes To The Operation Of The Arena. Entrepreneurs Have Been Involved In The Preparation Of The New Operating Model. The New Operator Will Be Selected Through A Public Tender (Rights Of Use Agreement) For A 3-Year Contract Period, Which Can Be Extended By Two One-Year Option Periods (3+1+1). The Business Premises On The Upper Floor Of The Arena And The Gymnasium On The Lower Floor Of The Arena Are In Use And Form A Functioning Entity, And The Premises In Question Are Not Covered By The Operating Agreement. The New Model Means Renting The Arena To A Selected Entrepreneur, In Which Case The Leasing Activity Would Take Place On Behalf Of The Entrepreneur From 1 January 2027 As Follows:- The Operator Gets:- Right Of Use To The Arena Hall, Upper Floor (Upper Level) Lobby Space (From The Lobby Space Also Access To Business Premises), Toilets, Cleaning Facilities, Warehouse Connected To The Arena Hall. (Additional Information: At The Moment, The Use Of The Arenas Hall For Closed Meetings/Events Is Challenged By The Fact That There Is Only A Curtain Between The Upstairs Lobby (Which Also Includes Business Facilities) And The Arena. This Was Not A Problem, For Example, In Gig Use, When A Ladder Works In The Upstairs Lobby, And Because During Gigs The Upstairs Business Facilities Are Practically Not Open, In Which Case Outsiders Can Also Be Prevented From Entering The Upstairs Lobby. Sanitary Products - The Costs Directly Incurred From The Use Of The Premises At Events, Excluding The Construction And Dismantling Of The Stage And The Covering And Dismantling Of The Floor Surface Intended For Sports Purposes For The Duration Of Other Use - The Costs Of Property Maintenance - The Insurances Required By The Operation (At Least Liability Insurance, If Necessary Insurances For The Operators Own Operations) The Owner Of The Arena (City) Is Responsible/Pays: - Other Costs, E.G. Electricity, Heat, Water, Property Maintenance, Waste Management, Security, Building Insurance - Arranging The Right To Use The Changing Rooms Required For Sports Use For The Operator (The Changing Rooms Next To The Arena Are Rented To Another Operator) - Guidance With A Link From The Citys Website To The Operators Website - Familiarization With The Objects Av Equipment - Familiarization With The Objects Safety Issues The Competition Asks For The Amount Of Compensation (Vat 0) That The Bidder Offers To The City Per Month (Vat 0). The Basis For Selection Is Scoring In Such A Way That The Weight Of The Base Price Is 85% And The Weight Of Prices Including Options Is 5% (The Partition Is Implemented), 5% (The Additional Storage Space Is Implemented) And 5% (Both The Partition And The Additional Storage Space Are Implemented).
