Project: Tender21718 - Development Of A Land Use Model For Ontario . Land Use Growth Is A Key Driver Of Future Travel Demand In The Transportation System, Influencing Traffic Volumes, Congestion, Transit Use, New Capital Investments, And Policies In Ontario. The Ministry’S Requires A Vendor To Build An Ontario-Wide Top-To-Bottom Model Capable Of Allocating Land Use Growth With A Fine Spatial Scale And Multiple Segmentations That Serve As Inputs To Specialized Travel Demand And Forecasting Models Maintained By The Ministry. The Model Delivered By The Vendor Must Generate Detailed Year-By-Year Land Use Growth Projections Within A 30-Year Horizon Span Aligned With Transportation Planning Needs, Land Use Policy, And Expected Demographic/Economic Shifts Applicable To Ontario. The Model Must Be Built Using Baseline Projections From Ontario’S Ministry Of Finance, Including A Model Framework, Model Implementation, Documentation, And Training. Scope Of Work This Project Involves Developing A Robust Province-Wide Top-To-Bottom Land Use Allocation Model That Generates Detailed Projections Of Demographic And Economic Variables, Such As Population, Employment, Labour Force, Housing, Gdp, And School Enrollment, To Support The Ministry’S Travel Demand And Forecasting Models. The Model Must Integrate Baseline Projections From The Ministry Of Finance And Be Capable Of Distributing Growth To Refined Geographies Considering The Effects Of Land Use Policy, Legislation, Housing Markets, Accessibility To Markets, And Shifts Of Demographic And Economic Trends In Ontario. The Vendor Is Responsible For Delivering The Following Products: • Project Workplan • Sufficient Data Collection To Develop The Model • Model Implementation • Model Development Report • Staff Training And Workshops The Vendor Must Comply With User Acceptance Testing, Holdback Provisions, And Project Management Requirements As Outlined In The Rfb. The Term Of The Contract Is Eighteen (18) Months, With An Optional Extension Of Up To One (1) Year, At The Ministry’S Discretion.
