Architectural, Construction, Engineering And Inspection Services – Mining Engineering Consulting Services From The Federal-State Office For Lignite Remediation. 1 Preamble As A Result Of Reunification, The Majority Of The Opencast Mines And Processing Plants Operating In The Former Gdr Were Shut Down Within A Short Period Of Time In The Early 1990S. In Addition To Dealing With The Social Consequences, The Federal Republic Of Germany Was Also Faced With A Major Ecological Task In View Of The Remaining Opencast Mines And Contaminated Sites That Needed To Be Rehabilitated. The Federal Government And The Federal States Of Brandenburg, Saxony-Anhalt, Saxony And Thuringia Took On This Task Together In The National Interest And Began The So-Called Brown Coal Redevelopment As A Large-Scale Ecological Project In The First Half Of The 1990S. The Financing Of Lignite Remediation With Public Funds Was Initially Agreed Between The Federal And State Governments Through The Regulation Of The Financing Of Ecological Contaminated Sites And Has Since Been Regulated In Five-Year Administrative Agreements For Lignite Remediation (Va) - Va Vii Currently Applies With A Term Of 2023 To 2027. The Steering And Budget Committee For Brown Coal Renovation (Stuba) Is The Decision-Making Body For Implementing The Administrative Agreements And Ensuring The Efficient Implementation Of Brown Coal Redevelopment. Members Are Representatives Of The Federal Government And The Above-Mentioned. Four Brown Coal Countries. The Lausitzer Und Mitteldeutsche Mining Management Company Mbh (Lmbv) Also Participates In The Stuba As A Company Responsible Under Mining Law - With The Federal Government As The Sole Shareholder - And The Project Sponsor Of The Lignite Redevelopment. According To Its Rules Of Procedure, The Stubas Mission And Tasks Are In Particular: • Setting Priorities And Creating Transnational Bases And Standards For Renovation Planning, • Approval Of The Overall Planning, • Approval Of Projects And Measures Including Their Budgeting, • Preparation Of Financing Planning, • Controlling Of Task And Project Planning (Preliminary Controlling), • Examination Of Tendering And Award Procedures, • Control Of Proof Of Use (Subsequent Controlling) And • Arbitration Of Disputed Issues, In Particular The Work Of The Regional Renovation Advisory Boards (Rsb) The Federal-State Office For Lignite Redevelopment (Gs Stuba), Based In Berlin, Provides The Necessary Organizational And Technical Support For The Stuba In Accordance With Its Own Rules Of Procedure. It Is An Independent Organizational Unit Within The Lmbv And Is Exclusively Responsible To The Stuba.
