Expression of Interest for Independent Evaluation of the Korea Green Growth Trust Fund (KGGTF) The Korea Green Growth Trust Fund (KGGTF) is procuring a firm through a competitive selection process to conduct an independent evaluation, which is expected to be completed by early 2027. The Korea Green Growth Trust Fund (KGGTF) is a partnership between the Government of the Republic of Korea and the World Bank Group, established in 2011 to support client countries in advancing green, resilient, and inclusive development. Housed within the World Banks Planet Vice Presidency, KGGTF leverages Koreas development experience and expertise across key sectors including Agriculture and Food (AGF), Digital and AI (D&AI), Energy and Extractives (EEX), Environment (ENV), Transport (ITR), Urban, Subnational Finance, Tourism and Disaster Management (USTD), and Water (WTR). Since its establishment, KGGTF has supported 260 grants totaling US$145.5 million and has influenced US$35.9 billion in World Bank lending. Program results are tracked across five outcome pillars: Increased mobilization of green growth investments. Adoption of policies, regulations, strategies, and initiatives. Increased capacity, knowledge, and technologies. Strengthened partnerships and collaborations; and Observed visibility and sustainability or scalability impact. The objective of this evaluation is to assess the relevance, effectiveness, efficiency, results, and likely sustainability of KGGTF-funded grants and activities within the scope of what KGGTF can directly support, manage, monitor, and reasonably verify as a World Bank single-donor trust fund. The evaluation will focus on grants approved during FY2020FY2024, active during CY2021CY2025, and subject to KGGTF Annual Progress Review reporting. It will assess KGGTFs contribution to verifiable results, including operational linkages, the uptake of grant outputs, portfolio performance, policy and institutional influence, visibility, and indicators of sustainability and scalability. The evaluation will provide an evidence-based assessment of past performance and strategic recommendations to inform future Calls for Proposals, grant supervision, portfolio management, replenishment discussions, and Phase 5 business planning. The following deliverables will be submitted: Inception Report, Interim Report, Draft Final Report, Final Report, worked on under the guidance of the World Bank, in coordination with MOFE as appropriate.
