Expression of Interest are invited for Turning Innovative Quality Infrastructure Investment into Jobs and Skills through Procurement Description The World Bank is advancing analytical work to help client countries use infrastructure procurement as a strategic lever for sustainable job creation, skills development, and inclusive economic participation. Many client countries face high unemployment, underemployment, persistent skills mismatches, and limited pathways for youth, women, and other groups facing structural barriers to labor market participation. At the same time, large infrastructure programs often generate temporary employment without building durable workforce capabilities. This assignment will support a Quality Infrastructure Investment Analytical Technical Assistance that embeds local labor participation, workforce development, skills transfer, and measurable human capital outcomes into infrastructure procurement strategies, bidding documents, rated criteria, technical specifications, contract provisions, and implementation monitoring. The work will be anchored in live World Bank-supported infrastructure procurements and will generate scalable tools, diagnostics, templates, and practitioner guidance for use across sectors and regions. The consulting firm will be contracted to deliver the analytical, operational, and technical deliverables described in these Terms of Reference and to support the World Bank team in knowledge sharing and dissemination activities. Objective of the Assignment The objective of the assignment is to support the World Bank in developing, testing, and documenting practical procurement approaches that translate Quality Infrastructure Investment into measurable jobs and skills outcomes. Specifically, the firm will help World Bank teams and client counterparts to: 1. Assess labor market readiness, skills availability, training capacity, and institutional constraints relevant to infrastructure procurements (The Bank will select a sample of infrastructure sectors) . 2. Design market-responsive procurement tools that integrate local employment, training, upskilling, and skills transfer objectives into procurement and contract management instruments. 3. Support the piloting of these tools in at least two live World Bank-supported infrastructure from EME to actual procurements, and contract management phase. 4. Capture evidence on market response, bidder behavior, pricing implications, implementation feasibility, monitoring burden, and risks. 5. Prepare scalable guidance, templates, and learning materials, and support the World Bank team in preparing dissemination products for wider uptake across World Bank operations.
