The Agency Also Has A National Responsibility For Preparedness Against Acute Pollution. As Part Of This Societal Mission, The Norwegian Coastal Administration Is Responsible For Civil Maritime Surveillance, Including Monitoring Of Ship Traffic, As Well As Supporting Other Agencies Sectoral Responsibilities Within Maritime Security And Preparedness. Todays Surveillance Capacity Is Largely Based On Maritime Reporting Systems, Where Ais (Automatic Identification System) Forms A Central Pillar. Although Ais Provides Comprehensive Information On Ship Traffic, There Are Situations Where Position Data Is Not Received, Is Incomplete Or Is Deliberately Suppressed. This Creates A Need For Complementary Monitoring Methods. The Purpose Of The Procurement Is Therefore To Supplement Existing Monitoring Capacity With Satellite-Based, Non-Cooperative Sensor Data. The Solution Will Contribute To Strengthening Situational Awareness In Norwegian Sea Areas Through The Use Of Imaging Sensors (Optical And Sar – Synthetic Aperture Radar). This Will Enable: Verification Of Ais Data Detection Of Vessels That Do Not Send Ais (So-Called Dark Vessels) Improved Situational Awareness And Decision Support In Operational Contexts The Coastal Administration Wishes To Enter Into An Agreement On Access To An Already Established And Operational Solution For Satellite-Based Detection And Analysis. It Is Not Relevant To Have A Development Course In This Procurement. The Agreement Will Have A Duration Of One (1) Year, With The Option Of Extension.
