Software Development Services – Management Of Anchorage Areas And Integration With National Processes And Upgrade Of National Ris Services And Systems, Part Of The River Information Services Corridor Management Execution 2 Project (Comex 2) - Cef-T-2022-Simobgen-Ris-Works. In Accordance With The Status Of Ris Authority And With Its Long Experience In This Field, The Romanian Naval Authority Manages An Extensive Portfolio Of Ris Services And Related Services In The Maritime Field, With Direct Relevance To The Components That Are The Subject Of This Procurement. These Include: Electronic Reporting Of Voyages, Ensuring Navigation Safety, Monitoring And Tracking River And Sea Traffic, Managing Settlement Processes, As Well As Managing Reference Data Used Within National Systems. Currently, These Services Face Challenges Generated By: • Developments In The International Framework (Comex², Nts, Ris Standards); • The Need To Align The National Components With The New European Requirements Regarding Interoperability And Data Exchange; • Increasing The Complexity And Volume Of Data That Must Be Processed And Integrated In Real Time; • The Limitations Of Certain Current Components In Terms Of Data Quality, Integration With Other Systems And Scalability Of Existing Solutions. This Situation Highlights The Need For Investments In Analysis Services, Software Development And Modernization Of The National Ris Infrastructure, So That The Romanian Naval Authority Can Ensure The Continuity And Efficiency Of Its Services, While Respecting International Standards And Good Practices And Responding To The Current And Future Requirements Of Users And Institutional Partners. Required Services: The Bidder Has The Obligation To Make Available To The Contracting Authority All Elements Necessary For The Installation, Configuration And Commissioning Of The System Independently, Including But Not Limited To: Source Code, Installation Packages, Libraries, Software Kits And Related Technical Documentation. Due To The Nature Of Its Activities And Its Scope, This Project Has A High Complexity, Being Organized In Several Directions Aimed At The Entire Set Of Components That Aim To Streamline The Activities Within The Romanian Naval Authority Both From The Perspective Of The Current International Context Defined By The Coverage Of The Comex² Project And From The National Specifics Of These Components. These Directions Are As Follows: Direction 1 - Detailed Analysis • Sub-Direction 1.1: Detailed Analysis Activities Related To Direction 2 • Sub-Direction 1.2: Detailed Analysis Activities Related To Direction 3, Separately For Each Sub-Direction Direction 2 - Improving The Reuse And Integration Of Ceeris Data At National Level The Ceeris Platform Is An Essential Point In The Reporting And Retrieval Of Data Related To Ship Voyages. In Its Current Form, Data Transmitted Through Ceeris Is Used And Integrated With Other National Services, Which Greatly Increases The Importance Of Ceeris Data Retrieval Interfaces. Through The Activities Of This Direction, The Aim Is To Optimize The Use Of Ceeris Data Through A Better Integration
