The Main Objective Of This Public Proposal Is To Contract The Surgical Intervention Service Of Escharectomies For Surgical Toilets, With The Purpose Of Providing A Timely And Decisive Response To Patients Who Require This Type Of Procedures, Whether They Are Admitted Through The Emergency Service, Are Hospitalized Or Remain On The Waiting List. In This Sense, These Benefits Are Essential For The Comprehensive Management Of Complex Injuries, Since They Allow The Removal Of Necrotic Or Devitalized Tissue, Favoring Optimal Conditions For Healing And Eventual Definitive Coverage. Its Timely Implementation Constitutes A Pillar In The Treatment Of Complex Wounds, Pressure Ulcers, Infected Lesions Or Burns, Since It Reduces The Bacterial Load, Reduces The Risk Of Systemic Infection And Prevents The Appearance Of Major Complications. In This Context, Escharectomy Performed At The Clinically Indicated Time Makes It Possible To Control Infection Foci, Prevent The Progression Of Complex Lesions, And Adequately Prepare The Surgical Bed For Subsequent Reconstructive Procedures, Such As Skin Grafts, Among Others. In Turn, Its Implementation Directly Impacts The Reduction Of Days Of Hospitalization, Reduction Of Complications Associated With Prolonged Stays, Including In-Hospital Infections And Functional Deterioration, And A More Efficient Use Of Healthcare Resources. In Other Words, Guaranteeing This Service Not Only Improves The Clinical Results And Quality Of Life Of Patients, But Also Strengthens The Resolution Capacity Of The Establishment And Prevents Adverse Outcomes Derived From Surgical Postponement. Postponing These Procedures Can Lead To Progression Of Infection, Development Of Extensive Cellulitis, Osteomyelitis, Sepsis, Prolongation Of Hospitalization And Even Increased Risk Of Mortality, In Addition To Generating Higher Costs Associated With More Complex Treatment And Intensive Use Of Hospital Resources. Therefore, Through This Agreement We Seek To Provide A Prompt Response To Any Patient Who Requires These Surgeries, Which Will Be Performed In The Establishments Facilities, Outside Of Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980. Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Health Prevention, Promotion, Recovery, Protection Or Rehabilitation Actions That Are Tendered By This Act.
