Tenders Are Invited For Procurement Of Consulting Services For The Preparation Of Implementation And Use Plans For Population Shelters

The Object Of The Procurement Is A Consultant/Expert Service For Preparing And Updating The Implementation And Use Plans Of Population Shelters Owned By The City Of Helsinki. The Procurement Concerns The Preparation/Updating Of 40 Civilian Shelter Plans. Some Of The Shelters Are Rock Population Shelters And Some Are Other Large Population Shelters (S6, S3 And S2 Class Shelters). About A Quarter Of Shelters Have At Least 6,000 Shelters (Large Shelters), About Half Have 1,200-5,999 Shelters (Medium-Sized Shelters), And About A Quarter Have Less Than 1,200 Shelters (Small Shelters). The Work Requires Movement Within The City Of Helsinki. When Drawing Up/Updating The Plans, A Ready-Made Deployment And Use Plan Template Is Used, Which Contains The Following Sections: • Basic Information On Civil Protection • Introduction Of Civil Protection • Use Of Civil Protection • Operation In Problem Situations. Regarding Deployment, The Task Is To Describe The Work Steps Required For The Introduction Of Civil Protection, And Instruct Them In Detail And Illustratively. Regarding The Use Of The Protection, The Task Is To Describe Both The Technical Use Of The Protection And The Other Tasks After The Protection Has Been Put Into Use, And To Instruct Them In Detail And In An Illustrative Way. Operations In Problem Situations Include Both Technical Problem Situations And Other Accidents And Disruptions. Also For These, The Task Is To Prepare Protection-Specific Operating Instructions. As Part Of The Planning Work, The Consultant Must Be Able To Calculate The Protection-Specific Need For Vss Equipment And Materials (Both For Equipment According To Regulations On Civil Protection And, In Accordance With Separate Instructions, Also For Other Materials). The Plans Are Drawn Up In Finnish. The Estimated Working Time Per Population Shelter Is A Total Of 350 Hours For Large Shelters, A Total Of 560 Hours For Medium-Sized Shelters And A Total Of 140 Hours For Small Shelters. The Customer Determines The Order In Which The Plans Are Prepared. The Work Is Performed With The Tools Provided By The Customer (Computer, Camera And Phone). The Client Indicates The Site-Specific Data Sources And Source Materials Needed To Perform The Work. The Planning Work Is Guided And Supervised By The Safety And Preparedness Team Of The City Office As The Clients Representative. The Work Is Done In Close Cooperation With The Client. The Work Includes Weekly Follow-Up Meetings With The Customer. The Procurement Is Described In More Detail In This Request For Tender And Its Attachments.
