Tenders are invited for Evaluation Expert in Humanitarian Response Programs. Closing Date: 5 Jun 2026 Type: Consultancy The SRD Center is committed to quality and excellence in helping national and international agencies in the domains of education, health, and environment, to succeed through providing state-of-the art consultation services, exceptional capacity building opportunities, and sound implementation, monitoring, and post-project evaluation for humanitarian and development projects. The Centers Head Office is located in Amman. www.srd.edu.jo SRD Center seeks consultants to contribute in programme evaluation implemented in Palestine and Syria in the area of emergency and humanitarian response mechanisms. The duration of the assignment will be approximately 3 months starting from Dec. 2026. Please note that CVs will be assessed on an ongoing basis and therefore qualified candidates are encouraged to send their CVs as early as possible. Competencies for the Consultant At least a Masters degree in Social Science, Political Sciences, Statistics or related field. Minimum of 5 years of experience in conducting evaluations for multi-sectoral/integrated program approach-based consortium projects/programs, collecting data and producing quality baseline/midterm/end line study reports, preferably for international non-governmental organizations or multilateral agencies. Sectoral expertise and experience in emergency projects (mandatory). Experience working in the conflict or post-conflict environments (preferred, not mandatory) Good knowledge of the context and the conflict in Northeast Syria, where the project is being implemented. Expertise in conducting evaluations of programmes and/or projects relating to multisectoral emergency and humanitarian response (food assistance, cash assistance, education in emergencies, emergency health, emergency preparedness, environmental health, mental health and psychosocial support, protection and neutrality and shelter repair). Skills and experience in mixed methods evaluation and impact assessments, including qualitative evaluation consulting in relation to local communities and governments, preferably in both the humanitarian and development contexts. Expertise in the evaluation of strategic planning, and/or organizational processes and systems. Experience in the use of data from information management systems to analyze programme results. Experience in development and humanitarian assistance / interventions and working with UN system agencies. Expertise in applying gender, disability and human rights dimensions in evaluation; Strong analytical skills coupled with a proven capacity to synthesize data and other information and report writing. Fluency in Arabic (Native Arabic) and professional level in oral and written English. Roles and Responsibilities of the Consultant Contribute to the preparation of the design report Evaluate the thematic section of the country programme Take part in the data collection during the design and field phases Be involved in the debriefing meeting Deliver quality inputs on time Responsible for drafting key parts of the design report and of the final evaluation report.
