As Part Of The Implementation Of The National Water, Sanitation And Hygiene Policy (Pneah) As Well As The Various Framework Documents For The Sanitation Sector, Strengthening Institutional Coordination Between The Ministries And Entities Involved Constitutes A Strategic Priority. The Ministry Of Water, Sanitation And Hygiene (Meah), As Leader In The Sector, Initiated The Establishment Of An Interministerial Sanitation Committee (Cia), Intended To Establish A Formal Framework For Consultation, Strategic Management And Integrated Coordination Of Policies And Interventions In The Sector. To Date, Responsibilities For Sanitation Fall Under Several Ministries And Institutions, Without A Formal And Lasting Coordination Mechanism. This Situation Leads To Overlapping Skills, Legal Loopholes And Poor Coherence In Public Interventions. The Creation Of The Cia Will Make It Possible To Clarify Roles, Strengthen Institutional Synergy And Improve The Effectiveness Of Actions, Both At The Central And Decentralized Level. This Term Of Reference Aims To Recruit A Consultant Responsible For Supporting The Meah In The Design, Justification And Formalization Of The Interministerial Sanitation Committee, The Creation Of Which Must Be Validated By The Council Of Ministers. This Mission Is Part Of The Partnership Between The Meah And The Ngo Welthungerhilfe (Whh), Through The Passat 4 Project – Project To Support Public And Private Services In Waste Management.
