Expression of Interest for Assessment of Logistics Investments Needs in Moldova. Publication Date: 05/25/2026 12:00 AM EDT EOI Deadline: 06/08/2026 11:59 PM EDT IFC is exploring opportunities to support Moldova in using logistics as an enabler of industrial development, trade integration, and foreign direct investment. Although Moldova has made progress in improving its investment climate and aligning with the EU acquis, FDI inflows remain modest compared with regional peers, particularly in export-oriented sectors that depend on reliable and cost-effective logistics. Logistics performance is especially important for sectors such as automotive components and machinery manufacturing, electronics, chemical and pharmaceutical production, agrifood and food processing, textiles and apparel, and construction materials. These sectors require efficient supply chains, predictable transport links, adequate warehousing, and access to regional and global markets in order to remain competitive. At the same time, Moldova continues to face logistics constraints, including infrastructure gaps, limited availability of specialized logistics services, fragmented supply chains, and insufficient alignment between logistics assets and industrial demand. The assessment is therefore expected to focus on Moldovas main urban, industrial, and logistics areas, including the Chiinu municipality and adjacent industrial zones, Ungheni town and the Bereti Multimodal Logistics Complex, the Port of Giurgiuleti, Mrculeti Airport, Bli municipality, and other relevant logistics nodes and corridors. The study should also assess Moldovas potential role as a strategic transit and logistics platform for regional freight flows and the future reconstruction of Ukraine. Particular attention should be given to corridors linking major European logistics gateways, including the Port of Constana and the wider Romanian and EU transport network, with Ukraine through Moldova. Objective of the assignment The objective of the assignment is to identify commercially relevant logistics investments and related infrastructure or service improvements that can strengthen Moldovas attractiveness for priority industrial and export-oriented investments, while also reinforcing the countrys role as a strategic regional logistics and transit platform. In particular, the assignment is expected to: assess logistics requirements for selected major urban-industrial areas, and strategic logistics nodes in Moldova; identify logistics performance gaps, supply chain bottlenecks, and service deficiencies affecting industrial competitiveness, trade connectivity, and investment attractiveness; analyze spatial linkages between logistics infrastructure, industrial zones, border crossings, and strategic domestic and international freight corridors; assess Moldovas potential role within regional freight flows and transit corridors linked to European logistics gateways and the future reconstruction of Ukraine; identify and prioritize opportunities for commercially viable private logistics investments, including warehousing, multimodal, transit, and corridor-related logistics assets; identify public sector enablers, infrastructure improvements, or complementary measures required to unlock such opportunities and strengthen regional connectivity.
