Tenders are invited for Upgrading Works to Cover Drains and Asphaltic Concrete at Terminal Ii The Mauritius Ports Authorityis inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 704/2026 Upgrading Works to Cover Drains and Asphaltic Concrete at Terminal II as more fully described in the bidding document. Bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office. Scope of the Works The scope of works comprises the following inter-alia: 1. Removal and carting away of damaged precast covers along drains. 2. Repairs alongside walls of drains prior to receive slabs 1. Re-positioning slabs in satisfactory condition 2. Offsite manufacture, transporting and placing of heavy-duty precast covers along drains. 3. Milling and re-surfacing of damaged asphaltic concrete surface. 4. Cleaning of covered drains 5. Replacement of damaged chain link fencing (Provisional) 6. Other ancillary works. Eligibility Criteria / Qualifications Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project: 1. valid registration certificate with the CIA under the grade that will enable the contractor to perform the works quoted for, under the following class(es): Civil Engineering Construction Works; and 2. Other qualifying criteria as mentioned in the bidding document. Pre-bid Meeting Bidders or their designated representatives are invited to attend a pre-bid meeting on Tuesday 09 June 2026 at 10.30 hours. The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis. Submission of Bids Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system: MPA/IFB/2026/308. Bids for the above must be submitted online on the e-Procurement System at latest by Monday 06 July 2026 at 15.00 hours. Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids from Monday 06 July 2026 as from 16.01 hours up to Tuesday 07 July 2026 at 14.00 hours. Bids will be opened online at the Mauritius Ports Authority on Tuesday 07 July 2026 as from 14.05 hours inthe presence of bidders or their representatives who choose to attend. The Mauritius Ports Authority reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder. Registration of bidders on the e-Procurement System(e-PS) All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for submitting bids online. Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. In order to initiate suppliers on e-PS, the Procurement Policy Office organizes regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
