Tenders Are Invited For Framework Agreement For Site Monitoring, Construction And Safety Coordinator Services For Road And Street Projects

The Municipality Of Tervola (Hereafter The Client) Requests Bids For The Site Supervision And Developer Services For Road And Street Projects And Other Civil Engineering Works Built By The Municipality With A Framework Arrangement For The Contract Period 22 June 2026–22 June 2028. The Procurement Also Includes Two (2) One (1) Year Option Periods. Exercising The Options Is The Customers Unilateral Right, Not An Obligation. The Service Can Also Be Used On A Project-By-Project Basis For Other Sites And Tasks Related To Civil Engineering Works Built By The Customer. The Duties Of The Safety Coordinator Are Included In The Hourly Charge For Site Supervision When The Client Appoints A Person Responsible For Site Supervision To The Relevant Task In Connection With The Assignment. The Duties Of The Safety Coordinator Are Based On Valid Occupational Safety Legislation, The Constructors Occupational Safety Obligations And Project-Specific Safety Documents, Safety Rules And Procedures. The More Precise Content, Scope And Reporting Method Of The Tasks Are Defined On A Project-Specific Basis In Connection With The Assignment. When Interpreting The Content Of The Safety Coordinators Tasks, The General Guidelines Of The Field Can Be Used Where Applicable, Such As Rt 10-10982 The Builders Occupational Safety Obligations In A Construction Project And Ratutt 15-00877 The Safety Coordinators Key Tasks And Responsibilities. References Do Not Reduce The Responsibilities Of The Main Contractor, Contractors, Designers, The Client Or Other Parties To The Project In Accordance With Legislation, Official Regulations Or Contract Documents. Builder Services Are Expert, Preparation, Investigation, Meeting, Reporting, Cost Monitoring And Other Similar Tasks That Supplement The Clients Own Construction. Builder Services Do Not Form The Main Service Package Of The Procurement, But Are Ordered Only On A Project-By-Project Basis In A Separately Agreed Scope. A Maximum Of Three (3) Service Providers Are Selected For The Framework Arrangement In The Order According To The Comparison Criteria Of The Tenders. The Framework Agreement Does Not Constitute A Volume Purchase Obligation For The Customer, And The Customer Does Not Commit To Certain Procurement Quantities During The Contract Period. Items Covered By The Service May Include, For Example, The Construction, Renovation And Improvement Of Road And Street Areas, As Well As Related Earthworks, Drainage, Stormwater, Water Management, Paving, Green Construction And Other Similar Civil Engineering Works. The Value Of The Individual Supervised Projects Can Vary By An Estimate Of Approximately From Eur To Eur 1,000,000 (Vat 0%). The Anticipated Total Value Of This Framework Contract For The Entire Contract Period, Including The Option Periods, Is 50,000 Euros (Vat 0%). Project-Specific Goals, Content, Scope, Schedule, Amount Of Work And Reporting Method Are Defined In Each Assignment Separately. The Tasks Of Site Supervision Are Carried Out Within The Scope Agreed On A Project-By-Project Basis, In Accordance With Rt 103173 / Rt 80382 List Of Tasks For Site Supervision Of Civil Engineering Works The Construction Tasks Are Carried Out On A Project-Specific Basis In A Separately Agreed Scope, In Accordance With Hjr18, Rt 10-11284 Project Management And Construction Task List. The Developer Services Ordered From The Service Provider Are Tasks That Support And Supplement The Customers Own Development. The Customer Reserves The Right To Decide On A Case-By-Case Basis Whether It Will Use The Procedure In Accordance With This Framework Arrangement Or Whether It Will Tender For Individual Service Procurement Separately.
