Request for proposals for Development of Green Finance and Climate Risk Regulatory Proposals for Ecuadors Financial Sector Title : Development of Green Finance and Climate Risk Regulatory Proposals for Ecuadors Financial Sector Reference : 100015880 Process : RFP Description : GGGI Ecuador invites eligible firms/entities to submit proposals for the following assignment: Development of Green Finance and Climate Risk Regulatory Proposals for Ecuadors Financial Sector. PROJECT BACKGROUND: Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization that supports developing and emerging economies in advancing green growth as a pathway to sustainable development. GGGI works with governments to strengthen policies, institutions, and financing mechanisms for low-carbon and climate-resilient growth. Ecuador became a Member of GGGI in 2019. Since then, GGGI has supported the Ministry of Environment and Energy (MAE) in strengthening climate finance and advancing implementation of the National Adaptation Plan (NAP), the National Mitigation Plan (PLANMICC), the Ecuador Zero Carbon Program (PECC), among others. Under the GCF-funded project Implementing Ecuadors National Climate Finance Vehicle and Carbon Zero Program, GGGI is supporting the strengthening of climate finance regulatory in Ecuador to engage the financial sector in climate action and to mobilize private sector efforts. In this context, GGGI seeks to engage a Consulting Firm to support the review of Ecuadors existing financial sector regulations and develop regulatory proposals to integrate climate change considerations into their financial operations. The consultancy will also facilitate key stakeholder consultations and capacity building process with financial institutions and supervisory authorities to ensure that the proposed regulatory measures are technically robust, feasible, and aligned with international best practices. 1) Proposed Activities and Scope of Work The Consulting Firm will support the development of two regulatory proposals to strengthen climate finance integration within Ecuadors financial sector. The assignment will be implemented in close coordination with GGGI, Ministry of Environment and Energy (MAE) and Superintendence of Banks of Ecuador. The work will be organized into four components: Component 1: Climate Finance Regulatory Framework Review and Climate Risk Exposure Assessment Assessment of Ecuadors existing regulatory framework applicable to the financial sector, combined with an analysis of the banking systems exposure to climate-related risks, in order to identify gaps, opportunities, and alignment with international best practices for integrating green finance and climate-related financial risks into financial regulation. Component 2: Stakeholder Engagement and Roundtable Discussions Organization and facilitation of at least two roundtable discussions with representatives from financial institutions, regulatory authorities (including the Superintendence of Banks and the Superintendence of Popular and Solidarity Economy) and other key stakeholders, to collect insights on current practices, regulatory needs, and opportunities to strengthen the integration of green/climate finance and climate risk management across both sectors. Component 3: Development of Regulatory Proposals for Green Finance and Climate-related financial Risk Integration Develop two regulatory proposals to strengthen the integration of green finance and climate-related financial risks into Ecuadors financial sector regulations, including: (i) criteria for identifying, classifying, and reporting green financial operations, and (ii) a methodological framework for financial institutions to identify, assess, and report climate-related financial risks. Component 4: Capacity Building and Implementation Support Delivery of two feedback roundtables and two capacity-building workshops for key stakeholders from both regulatory proposals, aimed at strengthening the proposed regulations and supporting their effective implementation within Ecuadors financial sector. For more details on the Scope of Work, please refer to the Terms of Reference (TOR) document attached. IMPORTANT TIMELINES: This project is expected to be completed within 16 weeks (4 months) following contract signing. The tender submission deadline is 11 June 2026 at 16:00 KST (Korean Standard Time).
