Request for proposals for Development of a Monitoring, Reporting and Verification (MRV) Protocol for the Climate Technopreneurship Fund (CTF) under the Climate Technopreneurship Programme Title : Development of a Monitoring, Reporting and Verification (MRV) Protocol for the Climate Technopreneurship Fund (CTF) under the Climate Technopreneurship Programme Reference : 100015804 Process : RFP Description : GGGI Asia Regional Office is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: GGGI, in collaboration with the Korea Development Bank (KDB), is implementing the Green Climate Fund (GCF)approved programme The Collaborative R&DB Programme for Promoting the Innovation of Climate Technopreneurship (FP240). The Programme aims to strengthen climate technology entrepreneurship and innovation ecosystems across five Southeast Asian countries: Cambodia Lao PDR Indonesia Philippines Viet Nam A key component of the Programme is the establishment of the Climate Technopreneurship Fund (CTF), an approximately USD 200 million climate investment facility designed to support the scaling and commercialization of climate technologies. In accordance with GCF requirements, the Programme must establish a Monitoring, Reporting and Verification (MRV) protocol to guide the measurement and reporting of mitigation and adaptation impacts associated with CTF investments. The MRV protocol will provide standardized guidance for impact managers responsible for conducting project-level climate impact assessments and reporting results to the fund and relevant stakeholders. The objective of this consultancy is to develop a practical and operational MRV protocol aligned with GCF requirements that enables consistent measurement, monitoring, and reporting of climate impacts associated with investments supported by the CTF. ASSIGNMENT OBJECTIVE: The purpose of this assignment is to engage a qualified consulting firm (hereinafter referred to as the Consultant) to develop an MRV protocol that supports the consistent assessment and reporting of climate mitigation and adaptation impacts of CTF investments. The consultancy focuses on the design of the MRV framework and methodologies, rather than conducting project-level impact assessments or verification of individual investments. The Consultant may propose refinements or enhancements to the proposed scope and methodologies, where such suggestions improve the practicality, consistency, and overall effectiveness of the MRV protocol. For further details on the Scope of Work, please refer to the Terms of Reference available under the published Document Set IMPORTANT TIMELINES: The tender submission deadline is 18 June 2026, 16:00 KST (Korean Standard Time) / 14:00 GMT+07. Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
