Request for proposals for Carbon Feasibility and Marketability Assessment to support the Nigeria Gas Flare Commercialization Program Title : Carbon Feasibility and Marketability Assessment to support the Nigeria Gas Flare Commercialization Program Reference : 100015852 Process : RFP Description : GGGI Africa Regional Office, for its project in Nigeria is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: Nigeria, with the largest proven gas reserves in Africa, contributes the most to flaring on the continent and is one of the top ten gas flaring countries in the world, flaring an estimated 225 billion cubic feet (bcf) of gas annually. The persistent practice of routine gas flaring causes severe environmental degradation, contributes significantly to greenhouse gas (GHG) emissions particularly methane and represents a major public health hazard for communities in oil-producing regions. To address this challenge, the Government of Nigeria established the Nigerian Gas Flare Commercialization Programme (NGFCP), implemented by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), as a key mechanism to eliminate routine flaring and monetize flare gas resources in line with national climate commitments and global flare-out targets. GGGI has previously provided targeted technical assistance to the NGFCP, focusing on the finalization of commercial agreements and facilitation of investor engagement for five selected awardees. This support strengthened commercialization activities, enhanced the investment readiness of selected projects, and improved linkages between project developers, financiers, and technology providers. It also led to the identification of key regulatory, financial, and technical bottlenecks affecting project bankability. While progress has been made in advancing commercialization pathways, these five projects continue to face constraints in accessing carbon finance due to limited Measurement, Reporting and Verification (MRV) systems, insufficient Leak Detection and Repair (LDAR) frameworks, and lack of alignment with international carbon certification standards. Specifically, the programme will assess three projects selected from the previously identified top five NGFCP projects, based on technical parameters, emissions reduction potential, certification eligibility, and market opportunities. The objective is to evaluate their potential to generate and monetize carbon credits, while strengthening the systems and frameworks required for participation in international carbon markets. Accordingly, the programme aims to enhance carbon finance readiness by strengthening MRV and LDAR systems, developing certification and market entry pathways, and providing practical tools and capacity support for both project developers and regulators. By addressing these gaps, the project is expected to improve project bankability, enable access to carbon markets, and mobilize up to USD 300 million in private investment, contributing to Nigerias energy transition and long-term methane reduction objectives. The objective of this assignment is to deliver investment-ready outputs that enable carbon market participation and support financing decisions for selected NGFCP projects. The Consultant shall be responsible for all activities required to achieve the objectives of this Term of Reference. The objective of the consultancy is to assist GGGI in close collaboration with the NUPRC towards the strengthening of carbon finance readiness for gas flare recovery projects, by performing the following activities: Conduct a regulatory assessment including a stakeholder map, regulatory and policy framework with regards to the potential of carbon financing of projects developed for the gas flare commercialization programme. Conduct a comprehensive carbon feasibility and marketability assessment for three selected NGFCP projects, evaluating their potential to generate and monetize carbon credits under internationally recognized standards. Develop a Carbon Readiness Toolkit and comprising templates, step-by-step guidance, and practical tools to support gas flare project developers and regulators in preparing projects for carbon market entry. Develop a national-level activity data and emissions characterization framework to support Tier 2 emissions accounting and decarbonisation in Nigerias upstream sector. Strengthen institutional capacity of NUPRC and relevant Nigerian institutions for MRV implementation, LDAR monitoring, and carbon reporting, through targeted training and capacity-building programmes.
