Request for proposals for Consulting Services for the Development of Sustainable Urban Mobility Plans for Solomon Islands and Vanuatu and an NMT Integration Strategy for Suva, Fiji The decarbonization of the land transport sector is a critical priority in the Pacific context, where achieving sustainable, low-carbon development pathways requires addressing emissions from rapidly growing transport demands while also ensuring accessibility and resilience. In Fiji, Vanuatu, and the Solomon Islands, the transition to electric mobility has been recognized as a key intervention to reduce land transport emissions. However, transforming transport towards becoming a low and zero emission sector requires an integrated systems-based approach to planning, policy and infrastructure delivery to ensure the long-term, system-wide decarbonization of the sector. As part of the Global Environment Facility (GEF-8) cycle, three electric mobility (e-mobility) projects are being implemented in Fiji, Vanuatu, and the Solomon Islands to support the transition towards sustainable, low-carbon land transport systems. The projects are funded by the Global Environment Facility (GEF), with the United Nations Environment Programme (UNEP) serving as the Implementing Agency (IA). Under UNEPs oversight, the projects are executed by designated national government agencies in each country, with the Global Green Growth Institute (GGGI) engaged as the Technical Executing Partner. The projects were launched at the end of 2025 and are designed as multi-year interventions to accelerate the introduction and uptake of electric mobility and low carbon land transport systems in the respective national contexts.
