General Procurement Notice for Contract with the National Agency for Meteorology and Satellite Remote Sensing (Mettelsat) for Capacity Building of Meteorological Observation Services at Project Sites REPUBLIC DEMOCRATIC OF CONGO (DRC) SOCIAL FUND OF THE REPUBLIC DEMOCRATIC OF CONGO (FSRDC) PROJECT EXECUTION AGENCY PROJECT TO SUPPORT THE DEVELOPMENT OF VALUE CHAINS IN SUPPORT OF THE AGRICULTURE TRANSFORMATION PROGRAM (PADCV-PTA) (Complementary Financing Climate Action Window CAW) Project ID No.: P-CD-AA0-023 Financing Agreement Reference: AfDF CAW Grant No. 5190155000055 The Democratic Republic of Congo (DRC) has received a grant of 6,871,861.52 Unit of Account (UA) from the African Development Fund (AfDF) under the Climate Action Window (CAW) for the complementary financing of the Project to Support the Development of Value Chains in Support of the Agriculture Transformation Program (PTA) PADCV-PTA. This project aims to achieve the following main objectives: The main objective of the project is to reduce the incidence of food insecurity and imports of food products in the Democratic Republic of Congo, while adopting a preventive approach in responding to the adverse effects of exogenous shocks, including climate change and armed conflicts. The CAW complementary financing specifically aims to strengthen the climate resilience of agricultural production systems through technology adaptation, agro-meteorological monitoring, the promotion of climate-smart agriculture, and the reduction of anthropogenic pressures on forest resources. The specific objectives of the project are: A. Increase the productivity and production of farmers by ensuring access to inputs and essential agro-economic services (advisory support, agricultural extension, mechanization, water management, etc.) integrating innovative technologies and climate-smart agricultural practices, to ensure food and nutritional self-sufficiency; B. Ensure the development of resilient and inclusive infrastructure, particularly through the installation of irrigation equipment for local communities, the deployment of an agro-meteorological monitoring network (stations, rain gauges, data concentration equipment), and the promotion of alternative energy sources (improved cookstoves) to reduce pressure on forest areas; and C. Improve local governance of the agricultural sector and strengthen the capacities of national institutions (METTELSAT, INERA, DPRODV, DATAME) in the sustainable management of natural resources and the implementation of climate-smart agricultural practices. The Project is structured around the following three (3) components: (i) Component A: Increase in agricultural productivity and production; (ii) Component B: Development of resilient and inclusive infrastructure; (iii) Component C: Project Management. The procurement of goods and consultant services, financed from the grant resources, will be carried out in accordance with the provisions set out in the Bank Procurement Framework for Bank Group Funded Operations, October 2015 Edition, available on the Banks website at www.afdb.org, and in the projects Procurement Plan approved by the Bank.
