Tenders are invited for Provision of time-based support for the Human Machine Interface (HMI) Programmer services for the ARGOS Project EUROCONTROL has 42 Member States and is a civil-military intergovernmental organisation committed to building, together with its partners, a Single European Sky, i.e. arrangements allowing the air navigation management system in Europe to achieve the level of performance required for the coming decades. Technical subject matter: Provision of time based support for Human Machine Interface (HMI) Programmer for the ARGOS Project at MUAC. TECHNICAL SELECTION AND CAPACITY CRITERIA 1. The tenderer shall employ a minimum of 5 full-time equivalent (FTE) staff members at the time of submission. Proof of workforce size may be requested during the evaluation process. 2. Quality & Performance Management Process and business relationship with the customer: The Tenderer shall demonstrate the implementation of a quality & performance management process at the level of the Tenderer for all consultants. This process shall include involvement of the Tenderers management in a permanent quality check and follow-up of the consultants/candidates and their performances once a contract is let. This shall also include a follow-up process on potential complaints, remarks or questions from customers in the framework of the business relationship management with customers. 3. The tenderer shall have successfully delivered a minimum of 1 time-based support within the last five (5) years, applied to safety-critical and business-critical environments. Affinity and successful experience with ATC is highly appreciated. PASS/FAIL TECHNICAL ASSESSMENT CRITERIA (Pass/Fail Criteria) 1. The Tenderer shall confirm that the proposed candidate has an excellent command of English language (Listening/Writing/Understanding/Speaking) level - C1/B2/B2/C1 (the English skill levels may be further evaluated during an interview) 2. The proposed expert(s) shall have a bachelors degree in computer science or information technology, with a focus on Software Engineering. In the absence of a diploma, the proposed expert(s) must possess a minimum five (5) years of professional experience in Software Engineering 3. The tenderer shall provide or commit to provide a certificate of good conduct for the proposed consultant before contract signature as specified in section 5.5. of the technical specifications. SCORING TECHNICAL ASSESSMENT CRITERIA (Mandatory and Desirable) 1. Minimum 3 years experience developing large scale (>100 kSLOC) operational HMI software, preferably in a Unix environment 2. Minimum 3 years experience using modern C++, including C++11, C++17, C++20 and template-programming 3. Minimum 1 year of experience in developing and maintaining software and documentation in accordance with recognized industrial quality and safety standards (SWAL 3 or equivalent) 4. Ability to identify, analyse and solve problems and to present key issues and possible/recommended solutions in a clear, structured and concise way minimum 3 years of experience 5. Experience in writing high-quality technical documentation (specifications, design document, test descriptions, user manual, etc. - minimum 1 example 6. Minimum 3 years experience with an HMI framework 7. Experience in acting as a business analyst where required for example to seek missing information and clarify requirements in a pro-active way. 8.
