Quotation are invited for Develop, Review, Update and Modernize PFAIUS Internal Regulations (Develop a Comprehensive Procurement Manual for PFAIUS). 1. Objective of the Assignment Update PFAIUs Procurement Manual to ensure transparency, fairness, and alignment with GCE principles, 2. Scope of Work and Tasks The consulting firm will be responsible for the following activities: Updating the Procurement Manual Review PFAIUs existing procurement manual and assess current procurement practices. Review the newly developed administrative and financial manual to make sure alignment with the developed/updated Procurement manual, taking into consideration the following: Improve coordination among departments. Enhance decision-making processes. Clarify reporting lines and responsibilities. Revise/develop a procurement manual that ensures transparency, fairness, competitiveness, and accountability in all procurement processes. Integrate Green Circular Economy (GCE) principles where relevant (e.g., criteria for selecting environmentally preferable products, waste reduction, supplier environmental compliance).
