The tender which will result in contracts is expected to commence in Q4 2026 with contract duration of five (5) years primary term with an optional two (2) year term. The contract for the work shall be on years primary term and there will be no guarantee of minimum work. Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stages of this Tender. RENAISSANCE AFRICA ENERGY COMPANY LIMITED hereby invites submission from reputable and competent Nigerian registered companies having requisite proven experience in Provision of Engineering Design and Project Support Services and all other works within the scope of Provision of Engineering Design and Project Support Services Please visit the Nigerian Petroleum Exchange Portal www.nipex-ng.com for further details. 2.0 SCOPE OF WORK The WORK to be covered under this CONTRACT generally consists of all works incidental and necessary to the successful completion of services related to the Provision of Engineering Design and Project Support Services and all other works within the scope of Works of Provision of Engineering Design and Project Support Services and shall include the following: Feasibility studies Concept selection studies Front-End Engineering Design (FEED) Detailed Engineering Design (DED) Procurement support (specification development, vendor enquiries, evaluation, placement of long-lead orders) Project services and management support (cost, planning, scheduling) Follow-on engineering and construction support Training programs to develop FEED and DED competencies Information management (document control, archiving) Specialist studies and services Contractors will be responsible for providing necessary equipment to deliver Engineering Design and Project Support Services. This equipment shall include but not limited to IT hardware/software, vehicles, office space. Etc. 3.0 SCOPE OF WORK 1. To be eligible for this tender exercise, interested contractors must be pre qualified as Essential Service Vendors in all the following categories on the NipeX Joint Qualification System (NJQS) database: Product Code 3.01.01 Engineering Support Services / Project Administration Services Product Code 3.01.02 Structural Design Product Code 3.01.14 Production / Petroleum Engineering Services Product Code 3.02.15 Design & Construction Regulation Product Code 3.02.04 Human Resources and Development Consultancy Bidders must maintain an active status in the NJQS database as of the advert closing date to qualify for both the Technical and Commercial bidding exercises. Only successfully pre qualified suppliers in the relevant categories will receive an Invitation to Technical Tender (ITT). 2. To confirm your pre qualification status and view the product/service categories for which you are listed, visit http://vendors.nipex-ng.com, log in with your NJQS credentials, select Continue Joint Qualification Scheme Tool, click My Supplier Status, and then select Supplier Product Group. 3. Contractors who are registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) but are not listed under the required product/service categories should contact the NipeX Office at 7 Bayo Kuku Street, Ikoyi, Lagos, presenting their DPR certificate as evidence for the necessary update. 4. To initiate the NJQS pre qualification process, visit www.nipex-ng.com to download the application form, complete the required payments, and contact the NipeX Office for further guidance. 5. All tenders must comply with the Nigerian Content requirements as stipulated in the NipeX system to be considered eligible. 6. Only tenders that provide verifiable evidence of Engineering Design and Project Support Services with multi disciplinary experience in the oil and gas industry will be considered. 7. Tenderers without demonstrable and relevant industry experience will not be considered. 8. Tenderers must demonstrate evidence of effective management of their workforce in accordance with acceptable worker welfare standards. Noncompliant Tenderers will not be considered. 9. Tenderers must provide verifiable evidence of their capability and capacity to manage the financial and technical complexities associated with a contract of this magnitude. 10. Only suppliers successfully pre qualified in all the required product/service categories will receive invitations to both the Technical and Commercial Tender submissions under the Double Envelope bidding process. S/N Subject Describe actions to ensure compliance where applicable 2 Human Capital Development (HCD)*** Three percent of the contract award value shall be channelled into the Centralized HCD Account 6 Nigerian Content Equipment Certificate (NCEC) Bidders must have NCEC Category Consultancy Services (CS) for Engineering, Engineering Design (FEED/DED), Project Engineering etc. 7 Expat Quota (EQ) Expatriates, if any, must possess duly approved NCDMB Temporary Work Permits prior to mobilization. 8 Community Content & Involvement Subcontract and employment opportunities to be ring-fenced to host communities are as follows: 1. Environmental data collection support 2. Right-of-way data gathering 3. Community liaison support during field visits 4. Office administration support 5. Secretarial and document control services 6.
