This Announcement Is Not A Preliminary Announcement, A Request For Tenders, A Procurement Announcement Or An Invitation To A Negotiation Procedure, And The Publication Of The Announcement Does Not Start A Tender. Helsinki Is Preparing A Reform Of The Case Management System For The Entire City. The Goal Is To Acquire A Modern And Modular System Package That Enables Case Register Maintenance, Transaction And Case Processing In Accordance With The Requirements Set By The Data Management Act (906/2019). In The Reform, The Overall Solution Must Also Enable Meeting Management / Electronic Meeting Functions, Decision-Making In Accordance With The Municipal Act, And Publications Related To Both. According To The Citys Preliminary Assessment, The Overall Solution Can Also Be Assembled From Sub-Solutions That Work Together Smoothly. Helsinki Has Opened Up The Target Space And Related Open Questions In More Detail In The Attached Attachments (Description Of The Object Of Procurement For Market Dialogue And The Information Request Form). The Information Obtained In The Market Dialogue Is Used Internally By The City To Prepare The Tender. The City Of Helsinki Asks Suppliers To Answer The Questions Raised In The Request For Information And Thereby Participate In The Market Dialogue. Answers To The Information Request Questions In The Appendix And Other Possible Written Comments, Service Descriptions, Etc. Are Requested To Be Submitted No Later Than Friday, June 12, 2026. The Procurement Unit Uses The Answers To The Request For Information To Deepen Market Understanding. Based On The Answers Received, The Procurement Unit Can Invite A Selected Group Of Suppliers To Detailed, Bilateral Discussions In September-October 2026. The Purpose Of The Discussions Is To Deepen A Common Understanding Of The Solutions On The Market, Their Development Directions, And Their Suitability For The Citys Needs, And To Examine Alternative Technical Solution Models. The Information Obtained In The Market Dialogue Will Be Used Internally By The City To Prepare The Tender.
