Request For Bids (Rfb) In July 2026 For Targeted Photointerpretation Services That Support Forest Resources Inventories (Fri) Currently Being Prepared For Up To Seven (7) Management Units In Ontario. The Services Will Require Qualified Vendor(S) To Deliver Accurate And Consistent Geospatial Updates To Forest Inventories By Interpreting Targeted Changes And Ensuring All Edits Comply With Provincial Standards. Bids May Be Submitted For A Minimum Of One (1) Of The Up To Seven (7) Management Units Included In The Rfb. The Rfb Is Purposely Intended To Potentially Result In Several Contracts With Multiple Different Bidders, In Order To Maximize The Number Of Management Units Serviced. The Anticipated Contract Term For Successful Bidder(S) Is Up To Eight (8) Months, With No Option For Extension. The Rfb May Include Any Or All Of The Following Management Units: Gordon Cosens, Algoma, Spanish, Sudbury, Northshore, Caribou, And Red Lake Forests (See Map: Https://Www.Ontario.Ca/Page/Management-Units-And-Forest-Management-Plan-Renewal-Schedules). Scope Of Work Vendor(S) Will Conduct Targeted Photointerpretation Of Ministry-Identified Forest Inventory Polygons Remotely, Using Esri Compatible Software, For Up To Seven (7) Management Units. The Work Supports The Term 2 Forest Resources Inventory, Which Provides Foundational Data For Forest Management Planning And Wood Supply Analysis. Vendor(S) Will Review Up To 10,000 “Target Polygons” Per Management Unit, Assessing Each Target Polygon And Adjacent Areas For Accuracy Or Changes (E.G., Due To Wildfire). Using Ministry-Provided Imagery And Datasets, Vendor(S) Will Confirm Or Revise Polygon Boundaries And A Limited Set Of Attributes In Accordance With The Ministry’S Target Polygon Interpretation Manual (Tpim) And Associated Standards. A Draft Version Of The Tpim Is Included With This Notice. Vendor(S) Must Document All Updates To Polygon Boundaries And Attributes Within Prescribed Geospatial Layers (Templates Provided), Ensuring Spatial Integrity By Tying Edits To Existing Polygons And Managing Gaps Or Overlaps. The Rfb Will Include Draft Tasking Layers Of Target Polygons. Following Contract Execution, Final Tasking Layers Will Be Provided Prior To A Work Plan Being Developed For Each Unit. Work Plans Must Include An Operational Production Schedule And A Quality Assurance/Quality Control Framework, Among Other Requirements. Following Ministry Work Plan Approval, Vendor(S) Will Submit Work Weekly By Uploading Completed Polygons To The Ministry’S Gis Environment. Submissions Must Pass Validation, With Errors Corrected Promptly. Monthly Progress Reporting And Meetings Are Required. All Deliverables Shall Be Completed Within An Anticipated Term Of Up To Eight (8) Months.
