The Subject Of The Order Is The Implementation Of A Task In The Design And Build Formula, Including The Development Of Design Documentation And The Performance Of Construction And Installation Works Related To The Implementation Of The Project Entitled: Expansion Of The Building Of The Independent Public Health Care Center In Siedlce With A Mental Health Clinic And A Psychiatric Day Ward For Children And Youth At Ul. Mazurska 1 In Siedlce. The Detailed Scope Of The Order Includes: 1. Development Of Design Documentation Necessary For The Implementation Of The Investment;2. Execution Of Construction And Installation Works;3. Execution Of Sanitary, Electrical And Telecommunications Installations; Detailed Requirements For The Execution Of The Order Include: Annex No. 4 To The Swz - Functional And Utility Program With Drawings Showing Floor Plans Of The Rooms. The Ordering Party Does Not Divide The Order Into Parts And Therefore Does Not Allow The Submission Of Partial Offers. Offers That Do Not Include The Full Scope Of The Subject Of The Order Will Be Rejected. Reasons For Not Dividing The Order Into Parts: All Design And Construction Works Constituting The Subject Of This Order Are To Be Performed In One Location. Even Though Robots Concern Different Industries, They Will Ultimately Constitute One Functional Whole. In This Sense, From The Point Of View Of The Art Of Construction, The Construction Works Constituting The Subject Of The Contract In This Procedure Overlap And Will Complement Each Other So That As A Result Of Their Implementation, The Ordering Party Will Achieve The Expected Effect. Under These Conditions, Allowing The Possibility Of Dividing The Above-Mentioned Construction Project Into Individual Parts And Allowing Each Of Them To Be Performed By An Independent Contractor Satisfies The Features Of A Serious Threat To The Proper Performance Of The Contract Indicated In Recital 78 Of The Classical Directive, I.E. Directive 2014/24/Eu Of The European Parliament And Of The Council Of 26/02/2014 On Public Procurement, Repealing Directive 2004/18/Ec. It Should Also Be Noted That The Above-Mentioned Recital 78 Of The Above-Mentioned Classical Directive Sees The Purpose Of Dividing The Contract And Allowing The Submission Of Partial Tenders To Ensure Access To Contracts For Small And Medium-Sized Enterprises. Seen From This Point Of View, The Division Or Lack Of Division Of The Contract Into Lots In The Context Of This Contract (Construction Works Of A Relatively Low Value) Does Not Affect The Issue Of Access To This Contract For The Above-Mentioned Category Of Entrepreneurs. The Ordering Party Has Exercised Due Diligence To Ensure That The Subject Of The Contract Is Not Described By Indicating Trademarks, Patents Or Origin, Source Or Specific Process That Could Lead To The Preference Or Elimination Of Certain Contractors Or Products. If, Despite This, It Turns Out That Such Indications Appear Anywhere In The Swz And In Its Annexes, They Sho
