Health And Social Work Services – Public Procurement - Provision Of Social Workers. The Cpas Faces A Glaring Lack Of Social Workers Available To Process And Monitor Cases. This Staff Shortage Is Currently Causing A Significant Delay In Administrative Management. This Delay Has Two Major Consequences: 1. Financial Consequences: Certain Files Exceed The Legal Deadline Of 30 Days Provided For By The Law Of May 26, 2002 Concerning The Right To Social Integration, Generating Financial Losses For The Institution (Appeal To The Labor Court/Request For Damages). 2. Social Consequences: The Users Concerned, Already In A Precarious Situation, Directly Experience These Delays In Accessing Their Rights, Aggravating Their Vulnerability. In Order To Absorb This Delay And Guarantee The Continuity And Quality Of The Public Service, The Cpas Must Resort To The Urgent Provision Of Qualified Personnel. This Mission Therefore Aims To Quickly Mobilize Bilingual Social Workers Capable Of Supporting The Processing Of Backlogs And Meeting The Growing Needs Of The Population. 2. Purpose Of The Contract The Purpose Of This Contract Is To Provide Social Workers In Order To Support The Cpas Services In The Processing And Monitoring Of Specific Files. The Cpas Aims In Particular And In A Non-Exhaustive Manner To Manage Turn Signals, The Backlog Of Social Files, The Management Of Files Of Temporarily Absent Social Workers And The Management Of New Incoming Files. At The Time Of Drawing Up The Conditions Of This Contract, The Contracting Authority Is Not In A Position To Precisely Define The Quantities Of Services It Will Need. The Contracting Authority Estimates The Number Of Social Investigations Per Month Per Social Worker At 45. In Terms Of Flashers, The Contracting Authority Estimates The Processing Of Between 100 To 200 Flashers Per Month Depending On Their Complexity. These Figures Are Purely Indicative And In No Way Bind The Contracting Authority. 3. Number And Profile Required The Successful Bidder Must Initially Provide Four (4) Social Workers 5 Days A Week, Meeting The Following Conditions: • French – Dutch Bilingualism Compulsory; • Full-Time Commitment, I.E. 5 Days A Week For 7.5 Hours/Day • Presence On Site For At Least Three Days A Week (I.E. 7.5 Hours Of Actual Work Per Day). • The Agents Concerned Will Be Subject To The Work Regulations In Force In The Institution. • The Computer Equipment Will Be Made Available By The Contracting Authority. The Tenderer Is Also Referred To The Technical Clauses On This Point (Chapter 3 Of The Special Specifications). As An Indication, The Number Of Full-Time Social Workers (5 Days Per Week And 7.5 Hours Per Day) May Change According To The Needs And Emergencies Of The Anderlecht Cpas.
