NAHNOO has been working since 2009 as a research, capacity-building and advocacy platform for participatory policymaking, towards an inclusive society in Lebanon. The NGO rallies volunteers across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels. Further info: www.nahnoo.org + Facebook NAHNOO Objective/purpose of consultancy: The selected consultant/trainer will support municipalities in strengthening institutional capacities related to governance, transparency, accountability, and public administration practices through participatory training sessions and practical coaching support. Project Background & Summary The guiding line of this work follows the theme of the project: Reinforcing and promoting transparency, accountability and efficiency in Lebanons public administrations The goal is to promote integrity, transparency, and accountability in Lebanons public administration by strengthening institutional and civic capacities in public procurement, anti-corruption, and access to information. Project Overview Context Municipalities across Lebanon, including Zahle, Saida, Tripoli, and Beirut lack designated information officers, digital infrastructure, and practical tools to implement ATI and public procurement procedures. Oversight Bodies (the Court of Audit, Public Procurement Authority (PPA), Central Inspection and the National Anti-Corruption Commission (NACC)) lack resources and coordination channels and are often hampered by political interference, unclear procedures, and insufficient staffing thus require stronger procedural clarity and coordination between these bodies. Citizen awareness and Access to Public Information is very limited. Civic society and journalists do not engage meaningfully with oversight bodies: NAHNOOs INFACT coalition has supported CSOs in filing ATI requests, running public awareness campaigns, and engaging in participatory budgeting, but systemic limitations continue to hinder impact. Goal This project aims to strengthen transparency, accountability, and integrity in Lebanons public administration by supporting municipalities, oversight bodies, journalists, and civil society to better implement and monitor Access to Information (ATI) and Public Procurement laws. It focuses on moving beyond awareness toward practical implementation, improving how public institutions operate, communicate, and are held accountable and increasing awareness and capabilities of the public (including civic society and media) on access to information and public procurement compliance. Scope of Work Important notes: - Tasks will be delivered in close coordination with NAHNOO with occasional calls and meetings when necessary. - NAHNOO already conducted a needs assessment with around 30 municipalities in collaboration with the municipal stakeholders. The Consultant will develop the training curriculum based on the findings. The consultant/trainer will be responsible for the following tasks: 1. Design and Delivery of Thematic Training Workshops Prepare and develop training materials, presentations, practical exercises, and supporting resources tailored to the Lebanese municipal context; pre and post-test, evaluation Deliver up to three-day thematic training workshops targeting 30 municipalities divided into two groups, through physical and/or online modalities as needed; Facilitate participatory and practice-oriented training sessions to ensure knowledge transfer and practical applicability; Adapt the training content and methodology based on the needs and capacities of participating municipalities; Draft training reports summarizing sessions conducted, participant engagement, key findings, and recommendations; and proposed follow-up actions to support municipalities in strengthening governance, transparency, and institutional practices including coaching plans for selected municipalities; Training Topics The training sessions will cover, but not be limited to: Municipal Law and Good Local Governance; Public Financial Management; Public Procurement Law; Access to Information Law and practices; Transparency and accountability mechanisms; Roles and responsibilities of municipalities; Practical tools for institutional governance. Crisis Management Applicants are invited to present their offer covering all or selected topics according to their specialty. Training Methodology The consultant(s) is expected to use interactive methodologies, including: Case studies; Group work; Simulation exercises; Practical examples; Action-oriented exercises 2. Municipal Coaching and Follow-Up Support Following the training phase, the consultant will provide tailored coaching support to 15 selected municipalities identified by NAHNOO based on engagement, reform willingness, geographic diversity, and institutional readiness. The coaching support will aim to translate training knowledge into practical institutional reforms. Coaching Tasks The consultant(s) will be responsible for the following tasks: Conduct follow-up meetings with selected municipalities; Support municipalities in identifying governance and transparency priorities; Support municipalities in using public procurement platform Assist municipalities in developing practical, budgeted, and time-bound action plans; Support the drafting of Terms of Reference (TORs) defining roles, responsibilities, timelines, and accountability mechanisms; Provide technical guidance on implementing transparency and governance practices; this could include the adaptation and operationalization of existing tools to fit the municipal context. Development of internal user-friendly guidelines to streamline the implementation of the Public Procurement Law at the local level, ensuring staff understand key steps and requirements. Document progress, challenges, and recommendations. Expected Deliverables The consultant/trainer is expected to deliver the following: Inception meeting with NAHNOO team; Training agenda and methodology; Training materials and presentations (including tool to measure change of knowledge); Delivery of three thematic training workshops; Workshops performance report; Quick assessment to provide coaching plans for the selected municipalities; Development of customized coaching & guiding material, Delivery of at least 2 coaching sessions per around 15 municipalities; Follow-up support and revision of municipal documents, individual municipal action plans and drafted Terms of References (internal procedures & roles) Final consultancy report summarizing activities, achievements, challenges, observations and recommendations. Total number of expert days allocated to the delivery of the training sessions: - Workshops: 6 full days to up to 30 municipalities (I.e 3 days per 2 groups of participants) - Coaching: at least 30 sessions to up to 15 municipalities (I.e at least 2 sessions per municipality) Proposed period of consultancy Assignment to start immediately till completion of commissioned work. Specific deliverable will be agreed upon between NAHNOO and the Consultant according to identified project needs. NB: 1 day = 8h Qualifications/level requirements Advanced degree in public administration, law, governance, political science, or related fields; Minimum 8 years of demonstrated professional experience in municipal governance, public administration, transparency, accountability, and other areas related to the mentioned topics of the training Proven experience in delivering capacity building trainings for municipalities or public institutions (at least 5 projects of municipal capacity building) Experience in coaching and mentoring public institutions; Strong knowledge of Lebanese municipal law, procurement regulations, and Access to Information Law; municipal public policies. Strong facilitation, communication, and report writing skills; Fluency in Arabic and English is a must Proficiency in Microsoft Office, including Excel, Word, PowerPoint and digital tools for learning Selection criteria & expert fees: The consultant will be selected based on competitiveness and quality of: - The technical proposal (CV, experience, methodology) - The financial quotation and provision of the financial documentation required (see How to Apply section) - Assessed level of adequacy based on the required Qualifications & Competencies/level (See previous section) - Availability and ability to adhere to the project timeline Expert fees and terms of payment Expert fees are to be presented including all costs and covering preparation, delivery and reporting on the capacity building training.
