Tenders are invited for Final External Evaluation Implementation Period: 1 July 2024 30 June 2026 Geographical Focus: Southern Gaza Strip and Southern West Bank (Hebron, Yatta, Bani Naim including Masafer Yatta and Masafer Bani Naim) Implementing Partner: Economic & Social Development Centre of Palestine (ESDC) Donor: Radiohjälpen 2. Purpose of the Evaluation The evaluation aims to: Assess the extent to which the project has achieved its intended outcomes for right holders, in line with the planned results framework. Page 2 of 6 Assess the relevance, effectiveness, efficiency, impact, and sustainability of the intervention. Measure achievement of intended outcomes across all four components. Examine integration of a human rights-based approach (HRBA), gender equality, and conflict sensitivity. Assess accountability toward right holders. Document lessons learned and good practices. Provide forward-looking recommendations for similar humanitarian and resilience programmes with a focus on strengthening the humanitarian-development nexus. 3. Scope of the Evaluation The evaluation will cover: The full implementation period (July 2024June 2026). All four outcomes: 1. Access to safe water, sanitation, hygiene, and nutrition awareness in southern West Bank. 2. Improved food security through climate-resilient agriculture and irrigation systems. 3. Cooperative strengthening for sustainable food production and income. 4. Emergency nutrition and hygiene kits for displaced families in Gaza. Institutional performance of Economic & Social Development Centre of Palestine in delivery and coordination. Cross-cutting dimensions: gender equality, conflict sensitivity (Do No Harm), inclusion of vulnerable groups.
