Expression of Interest for Consulting Services for Conducting Feasibility Study of Rwanda Transmission and Distribution Network Reinforcement Projects Project: Transmission System Reinforcement and Last Mile Connectivity (TSRLMC) Financing Agreement reference: 2100155041016 The Government of Rwanda has received financing from the African Development Fund hereinafter called the Fund toward the cost of the Transmission System Reinforcement and Last Mile Connectivity Project and intends to apply part of the proceeds toward payments under the Contract for Consulting Services for Conducting Feasibility Study of Rwanda Transmission and Distribution Network Reinforcement Projects. The services included under this project are to carry out pre-feasibility, feasibility, ESIA and RAP studies, detailed engineering design and preparation of tender document for selected transmission lines, substation and distribution network sub projects in collaboration with Rwanda Energy Group (REG). The services also include provision of On-the-Job Capacity Building for selected EDCL staff. Specific tasks that will be performed and completed over a 12-month contract period will include: a) Pre-feasibility study b) Feasibility study c) Detailed designs and preparation of tender documents d) ESIA and RAP studies The Energy Development Corporation Limited (EDCL) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures- consultants profile, country of residence, Technical and managerial organization of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the African Development Banks Procurement Policy for Bank Group Funded Operations Approved in October 2015, which is available on the Banks website at http://www.afdb.org. Interested consultants may obtain further information at the address below during office hours from 9:00am to 5:00pm local time. Consultant Firm may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations. To be shortlisted, the consulting firm should meet the following criteria: - The firm should have at least 15 years of demonstrable knowledge and experience in electric power system planning, modelling and analysis, transmission and distribution network engineering design, and preparation of technical specification and bidding documents. - Must have at least in the last 15 years implemented at least 2 projects involving feasibility studies of transmission lines, substations and or distribution network. - Must have at least in the last 10 years implemented at least 1 project involving ESIA and RAP studies for transmission lines and substations projects.
