Notice Of Intent On-0002421 To Award Contract With Hr Path Canada Inc . Notice Is Hereby Given By Bc Financial Services Authority (“Bcfsa”) Of Its Intent To Amend And Consolidate Its Qualtrics Contract With Hr Path Canada Inc., By Incorporating It Into Contracts C24fsa00383 (Sap Successfactors Licensing) And C24fsa00459 (Sap Successfactors Maintenance And Support), Thereby Superseding The Standalone Contract C24fsa00423 (Qualtrics). This Notice Of Intent Applies Solely To The Proposed Consolidation Of C24fsa00423 (“Qualtrics”) Into The Above‑Referenced Sap Successfactors Contracts. The Sap Successfactors Licensing And Maintenance And Support Contracts Resulting From Rfp #: On‑0002106 Are Not Themselves Subject To Challenge Under This Notice, Except To The Limited Extent Of The Proposed Qualtrics Consolidation Described Herein. Hr Path Canada Inc. Was The Successful Proponent Under Request For Proposal (“Rfp”) #: On-0002106 - Bcfsa Human Capital Management System (Hcm), Which Was Conducted Through An Open And Competitive Procurement Process. The Rfp Sought A Comprehensive Hcm Solution, Including Human Resources And Payroll Software, Implementation Services, And Ongoing Maintenance And Support. The Resulting Contracts Have A Term From June 30, 2023 To June 29, 2028 And Covers Sap Successfactors And Associated Licensing, Maintenance, And Support Services. Bcfsa Currently Utilizes Qualtrics, A Product Owned By Sap, To Deliver Employee Engagement Surveys Under A Separate Contract (C24fsa00423). While Qualtrics Was Not Explicitly Included In The Original Hcm Rfp Scope, It Is Part Of Sap’S Product Suite And Is Designed To Integrate Seamlessly With Sap Successfactors. Bcfsa Intends To Include Qualtrics For Employee Engagement Surveys Under The Existing Contracts To: • Maintain Continuity Of Survey Tools Currently In Use. • Ensure Seamless Integration With Sap Successfactors For Data Consistency And Reporting. • Consolidate Hr Technology Under A Single Vendor To Reduce Administrative Overhead And Improve Support Efficiency. • Enhance Employee Experience And Engagement Through Integrated Hr Technology Solutions. This Approach Will Ensure Continued Value And Alignment With Bcfsa’S Long-Term Human Resources And Digital Strategies. Bcfsa Has Determined That Amending The Existing Contracts With Hr Path Canada Inc. Represents The Most Efficient, Cost-Effective, And Operationally Sound Approach: • The Services Form Part Of An Integrated Proprietary Software Ecosystem (Sap) That Is Technically And Functionally Interdependent. • Hr Path Canada Inc. Was Selected Through A Prior Open And Competitive Procurement Process To Deliver The Sap Hcm Solution. • Introducing An Alternate Supplier For Qualtrics Licensing Or Support Would Result In Technical Incompatibility, Duplication Of Costs, And Operational Risk. • The Amendment Represents A Continuation And Optimization Of Existing Services, Rather Than The Acquisition Of Materially New Services Outside The Scope Of The Original Procurement. Classification: Protected A Vendors Wishing To Object To This Decision Must Contact: Jimmy Kim, Procurement Specialist Bc Financial Services Authority Objections Must Be Received On Or Before 2 P.M. (Pst) On June 3, 2026 And Must Include: • Email Subject Referencing The Noi Number • Specific Reasons For The Objection • Demonstrated Capability And Experience In Providing Comparable Services. • Evidence Of Ability To Deliver Equal Or Superior Outcomes Within The Same Timeframe And At The Same Or Lower Cost.
