Tenders are invited for MSME Technical Support Consultant to Deliver Tailored Technical Support to MSMEs located in Baalbek District Oxfam is seeking a qualified MSME Technical Support Consultant to deliver tailored technical support to MSMEs located in Baalbek district. The consultant will support MSMEs that have been selected through a competitive process and that will receive financial sub-grants under Oxfams livelihoods programming. The consultant will work closely with these enterprises to assess their business needs, provide tailored coaching sessions, and support them in effectively utilizing the grant to strengthen business sustainability and growth. Preference will be given to consultants with demonstrated experience in delivering adaptive and demand-driven MSME support, including conducting structured needs assessments and translating findings into tailored technical coaching interventions. The consultant should be able to work across multiple business development areas as identified during the assessment phase. MSMEs play an essential role in sustaining local economies and creating employment opportunities, particularly in underserved areas. Oxfam is implementing the project titled Creating Pathways to Enhance Protection and Economic Security of Syrian Refugees and Vulnerable Host Communities in Lebanon, funded by DANIDA. The project aims to strengthen the economic resilience and livelihoods of vulnerable populations through skills development, market-oriented interventions, and targeted support to MSMEs. As part of the projects economic empowerment component, Oxfam will provide financial sub-grants and technical assistance to eight selected MSMEs in Baalbek District. While the financial sub-grants will support business expansion and job creation, the technical assistance will ensure that enterprises strengthen their business practices, improve financial planning, and enhance their access to markets. To achieve this objective, Oxfam seeks to contract a qualified MSME Technical Support Consultant with proven experience in supporting MSMEs to deliver tailored technical coaching and mentorship to the selected enterprises. SPECIFICATION OF SERVICES REQUIRED The MSME Technical Support Consultant will deliver tailored technical coaching and advisory services to eight MSMEs selected under the project. A key initial task of the consultant will be to conduct a comprehensive needs assessment for each MSME to identify capacity gaps, operational challenges, and priority areas for improvement. Based on the findings of this assessment, the consultant will: Identify and justify 2 to 3 priority technical support topics per MSME (or across MSMEs where relevant) Develop a tailored coaching plan aligned with these identified priorities While the final topics will be determined through the assessment and approved by Oxfam, it is anticipatedbased on MSME applicationsthat support is likely to focus on areas such as: Business Development and Financial Management Business planning and operational management Cost structure analysis and pricing strategies Financial planning and budgeting Cash flow management Basic accounting practices Profitability analysis Financial monitoring tools Marketing, Sales, and Market Access Development of marketing strategies Identifying and targeting customers Branding and product positioning Digital marketing and social media marketing Sales strategies and customer relationship management Access to new markets Expanding distribution channels The consultancy will include an initial needs assessment phase, 4-5 individualized coaching sessions per MSME to be delivered in person, and follow-up support to monitor progress and address emerging challenges. METHODOLOGY The Consultant is expected to adopt a participatory and practical coaching approach, combining on-site visits, one-on-one mentoring sessions, and practical business advisory support. The methodology should include: Conducting a structured needs assessment for each MSME, with clearly documented findings Identification of 23 priority technical support topics based on assessment results Development of tailored coaching plans aligned with identified needs Delivery of individualized coaching sessions at MSME premises Continuous follow-up and monitoring of enterprise progress Practical guidance on implementing improvements in business management and market engagement The consultant is expected to work closely with Oxfams livelihoods team to ensure alignment with project objectives and MSME development needs.
