Tenders are invited for Supply of Fluorine Free Fire Fighting Foam The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD10,201,500.00 towards the cost of the Enhancing the Resilience of the Saint Lucia Fire Service Project and intends to apply a portion of the proceeds to eligible payments under this contract. Payment by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan. The Ministry of Home Affairs, Crime Prevention, Conflict Resolution and Persons with Disabilities is the Executing Agency for the Project, and the Ministry of Home Affairs, Crime Prevention, Conflict Resolution and Persons with Disabilities, is responsible for the overall implementation of the project. The Ministry of Home Affairs, Crime Prevention, Conflict Resolution and Persons with Disabilities with the Project Management Unit (PMU), on behalf of the Saint Lucia Fire Service intends to invite bids from eligible and qualified bids for the supply of Fluorine Free Fire Fighting Foam. The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDBs website and is open to all bidders from eligible countries. 1. ^ If prequalification is being invited for more than one contract, describe each contract and indicate whether Applications may be made for prequalification for one or more of the contracts. Eligibility Eligibility is extended to countries that are not members of the Caribbean Development Bank. Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDBs website. Firms whether applying individually or in the form of a Joint Venture, shall: 1. be legally incorporated or otherwise organised in, and have their principal place of business in an Eligible Country; Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Qualification requirements include, inter alia: Certificate of Incorporation Registered address of Proof of Principle place of Business Manufacturers Authorization and Suppliers warranty certificate NFPA certificate of compliance Pro forma Balance sheets, income and expenditure statements, cash flow statements for at least three financial years Documentary evidence on experience and technical capacity to satisfactorily complete requirements by providing at least two similar contracts delivered within the last five years. Submissions that do not provide the information required or that do not demonstrate the prospective suppliers ability to perform satisfactorily, will not qualify and will not be considered for further evaluation. Bids will be opened publicly by the duly authorized Central Public Procurement Board immediately after the deadline for submission of bids, with a link provided to bidders to partake in the opening ceremony. Responsive bids shall be subsequently forwarded to the respective Evaluation Committee for further review, requests for further documentation and recommendations on findings prior to notification on award.
