Request for proposals for CWIS Master Plan Development Assignment ESC seeks to engage a qualified consultant or consulting firm to conduct survey works and develop a preliminary master plan for urban drainage and DEWATS implementation in Senmonorom City. The assignment will cover a priority area of approximately 100 hectares within around Senmonorom market. The exact boundary will be confirmed and shared with the selected consultant prior to mobilization, in the form of a reference map or GPS coordinates provided by ESC and Senmonorom City authorities. The assignment will include: Primary Survey Area: Priority zone of approximately 100 hectares centred on the Senmonorom market area (Sangkat Spean Meanchey). The exact boundary will be confirmed and shared by ESC/City Administration prior to mobilisation as a reference map or GPS polygon. Secondary Coverage: Field observation and rapid spatial assessment across all 4 Sangkats and 14 villages of Senmonorom City, for settlement typology mapping and service gap verification. Assignment Components: Ground survey works | Aerial (UAV/drone) survey & mapping | Data processing & GIS analysis | Settlement typology spatial analysis | Preliminary master plan | Technical reporting Outputs Use: CWIS Plan update; input to detailed engineering design (WWTP, sewer network, drainage); GIS asset database for OPWTSEP; preliminary master plan for DEWATS and urban drainage. nmonorom City. 4. Objectives The consultant/firm will: Conduct accurate ground and aerial (UAV) surveys within the designated priority area (~100 ha) and perform field reconnaissance across all 14 villages; Produce a verified, georeferenced topographic dataset (X, Y, Z) with Digital Terrain Model (DTM) and contour maps at appropriate intervals; Update the CWIS Settlement Typology Map by classifying all areas of the city into the five settlement types (Type-1: Dense Commercial-Residential Core, Type-2: Peri-Urban Residential, Type-3: Tourism /Hospitality, Type-4: Dispersed / Ethnic Minority, Type-5: Institutional) defined in the CWIS Plan, verified through field observation and spatial analysis; Map and document existing sanitation and drainage infrastructure, identifying service coverage, gaps, and unsafe discharge points; Develop a preliminary master plan integrating topography, existing infrastructure, settlement types, and future CWIS infrastructure requirements; Deliver all spatial data in formats compatible with AutoCAD and open-source GIS platforms, to be handed over to Senmonorom City Administration / OPWTSEP. Scope of Work The consultant/firm will be responsible for: 1. Mobilization and Demobilization Mobilize personnel, equipment, and logistics. Arrange necessary transportation and field deployment. 2. Ground Survey Works Establish benchmarks (BM) and control points. Conduct boundary and topographic surveys. Map existing features (roads, drainage, natural stream, lake,). 3. Aerial Survey and Mapping Perform UAV/Drone surveys. Produce orthophoto maps and spatial datasets. Develop 3D terrain models. 4. Data Processing and Analysis Process and validate survey data (X, Y, Z coordinates). Generate contour maps and cross-sections. Integrate datasets for planning purposes. 5. Preliminary Master Plan Development Prepare a conceptual master plan for road, drainage and WWTP system.
