Deliveries Are Measured Against These Samples So That The Providers Are Well Aware Of The Quality That Is Expected. However, Procedures Modeled On Parts I And Ii Of The Foa Will Be Used. The Competition Is Conducted As An Open Tender Competition. The Suppliers With The Best Offers Will Be Invited To Dialogue According To Foa § 9-3. The Dialogue Will Include Both Clarifications And Negotiations. The Dialogue Will First Be Carried Out With A Review In A Meeting, With Follow-Up Through Written Questions That Are Answered In Writing. Ev.
