Tenders are invited for Reasonable Accommodation for Persons with Disabilities Closing Date: 7 Jun 2026 Type: Consultancy Background NAD is a human rights organization based in Norway. It works nationally and internationally to advance the rights of persons with disabilities and to strengthen organizations of persons with disabilities. Since 1981, NAD has supported this work in multiple contexts and is currently engaged in local change processes in Uganda, Zambia, Tanzania, and Palestine. NAD has launched a project on Reasonable Accommodation (RA) in Uganda, Zambia, and Zanzibar (Tanzania). To inform this work, NAD commissioned a global literature review on reasonable accommodation, including existing tools for standard-setting and monitoring. The report also provided recommendations on how NAD could approach the topic in the three country contexts (report can be requested from NAD Senior Adviser (see details below)). In 2025, the report findings were disseminated, helping to strengthen understanding of reasonable accommodation within NAD and among local partners. Local Technical Working Groups were then established in each of the three countries, bringing together key stakeholders committed to advancing reasonable accommodation in their national contexts. From 2026 to 2029, NAD Country Offices will implement initiatives intended to contribute to systems change. These processes will require technical support. Through this terms of reference, NAD is inviting qualified consultants to enter into a framework agreement for the provision of technical support on reasonable accommodation. Assignments will be commissioned through separate call-offs that specify the scope, timeline, and level of effort for each task. The framework agreement will run for 3.5 years. We expect the work to be delivered primarily remotely. Objective Support the NAD Country Offices and local RA Technical Working Groups in their work on Reasonable Accommodation as per agreed annual work plan and budget. Tasks included in the consultancy These tasks may be completed by one or more consultants drawing on the most relevant skills sets. Services will be commissioned on an as-needed basis through individual call-offs, with the first call-off covering 2026/27. Provide technical support to support the implementation of key priorities within Reasonable Accommodation (RA) across and within the three country programs: For 2026/2027, specific activities that will require support in all three countries are as follows: Support legislative/regulatory gap analysis (broad and sector specific) as deemed necessary for the training packages/advocacy tools to be developed Develop training packages for Organizations of Persons with Disabilities (OPDs) on Reasonable Accommodation (facilitator manual, participant manual, power point slides etc) with adaptations for different levels (from leadership to community level) Develop training packages for government officials Support Training of Trainers to use these packages, mostly through remote mentoring Develop advocacy and monitoring toolkits on Reasonable Accommodation for OPDs Activities beyond 2027 will be defined in annual work plans and budgets, within the scope of these Terms of Reference. They may include, but not be limited to: Support preparations for district level RA pilots in each of the three countries, including templates/tools for requesting reasonable accommodation, for monitoring and for ensuring compliance/accountability, Further develop various training packages, Further develop advocacy and monitoring tool kits, Support with technical input on reasonable accommodation in processes happening in-country (document review processes, workshop planning, policy advocacy, strategic planning etc.) Have regular meetings with the NAD RA working group to ensure coordinated approach across countries, while also meeting country-specific teams when necessary. It will be important to agree with the NAD RA working group on the annual work plan and budget for the provision of technical support and guidance on reasonable accommodation. Travel to support certain local processes may be necessary. Travel costs will be agreed in advance for each call-off and will be reimbursed based on documented actual costs unless otherwise agreed. Reporting and dialogue with NAD Oslo will be necessary at agreed intervals. This may include dialogue on M&E-related questions. Qualifications Required: Advanced degree in International Development, Social Policy, Disability Studies, or related field. Extensive experience (at least 5-9 years) working in disability rights and policy analysis, and demonstrated knowledge of disability rights instruments (international, regional and national) Demonstrated practical experience developing various kinds of practical tools and training/advocacy material to be used mainly by others Demonstrated ability to work with people in a team and establish good working relationships Strong track record of working with organizations to support progress and achieving results from a remote advisory/mentoring role Ability to maintain consistent delivery over an extended period Preferred: At least 5 years experience working with Reasonable Accommodation as a topic to realize disability rights Experience working in sub-Saharan Africa and preferably with the disability rights landscape in the target countries. Contract period and budget: The contract will run from 01.09.2026 to 31.12.2029, but may be renewable up to a maximum of 5 years. The total budget for the contact period is NOK 1,100,000 incl. statutory payments, VAT and taxes according to your own location. The specific funding available for 2026/27 is NOK 550,000. This amount represents a maximum financial ceiling and does not constitute a commitment or guarantee of volume, since it is dependent on continued funding and the quality of work delivered. How to apply A proposal should be sent to NAD and contain: Cover letter, a brief profile of your organization (if Institution), description of proposed consultant(s) including a summary CV, plus 3 references for similar/related assignments undertaken with contact persons (max 3 pages). Technical proposal (max 5 pages), describing: the qualifications and attributes that make you or your team well-suited to undertake this assignment. how you/your team will solve the tasks set out above. Please be specific about the 2026/27 tasks and provide suggestions for how to approach additional tasks in the remaining period. Financial proposal: Please provide a clear and transparent pricing structure (hourly rates, senior/junior, on-site/remote) suitable for a framework agreement, where services will be commissioned on an as-needed basis through individual call-offs. The proposed hourly rates will be applied to all call-offs under the framework agreement, and will form the basis for budgeting and contracting of specific assignments. Tenderers should also clearly state how travel costs and other reimbursable expenses are calculated and documented. The financial proposal shall include indicative rates and shall not assume any guaranteed volume of work.
