Expression of Interest for Managing High Distributed Solar PV Penetration in Jordan Jordan has witnessed a surge in distributed solar PV (DSPV) adoption, driven by declining technology costs, supportive policies, and consumer interest in self-generation. By the end of 2024, DSPV capacity had reached an estimated 1,196 MW comprising about 82,780 systems, generating roughly nine percent of total electricity sales. Regulatory updates, including the Renewable Energy and Energy Efficiency Law (2024), Bylaw (58), and dynamic Time-of-Use tariffs, introduced new connection mechanisms (Wheeling, Net Billing, Zero-to-Grid, Buy-All/Sell-All) and grid fees, while lifting the cap on utility-scale projects. Falling battery costs and advanced PV technologies are accelerating adoption. While these developments offer environmental and economic benefits, they also introduce technical challenges such as voltage fluctuations, demand variability, and reduced power quality, alongside risks of revenue erosion for utilities. This is particularly true given the high level of cross subsidization in the tariff, wherein higher paying commercia and industrial customers are usually the first ones to move to self-generation. Further analysis is needed to design the next phase of tariff reforms, develop utility-friendly incentive mechanisms and business models for DSPV, and deploy advanced grid digital technologies to ensure sustainable DSPV integration. The primary objective of this activity is to support Jordan Electricity and Minerals Regulatory Commission (EMRC) to address the challenges emanating from the high penetration of distributed DSPVs, focusing on the financial, technical, and operational implications Of DSPVs on the overall electricity sector.
