In The Context Of The Frequent Changes In The Specific Legislation That Have Produced Effects In The Territory Of The Municipality Of Sanmartin, As Well As An Accentuated Urban Dynamic That Has Manifested Itself In Recent Years, It Has Become Obvious That It Is Necessary To Update The Existing Documentation And Regulations, So That The Future Pug, Which Will Have To Become Operational As Soon As Possible, Base Its Proposals For The Development And Spatial Organization Of The Territory On Real, Updated Data. The Development Forecasts Must Be Properly Substantiated, Both From The Point Of View Of The Regime Of Land Occupation, And From The Point Of View Of Their Functional Use, Respecting The Character Of The Locality And The Valorization Of Local Specifics. On The Other Hand, According To Art. 32 Of Order 233/2016, The Monitoring Of The Application Of Territorial Development Strategies, Policies And Programs, As Well As The Provisions Of The Territorial Planning And Urban Planning Documentation, Approved According To The Law, Is Done By The Central And Local Public Administration Authorities, By Highlighting The Operations Performed, As Well As The Permanent Review Of The Data And Provisions Of The Respective Documentation. The Local Public Authority Is Responsible For Monitoring The Application Of The Approved Documentation, Through The Permanent Review Of The Data And Provisions Of The Urban Planning Documentation. The Revision Of The Documentation Aims At The Systematic Marking, Both In Electronic Format And In The Written And Drawn Parts Of The Documentation, Of The Way Of Realizing The Proposals, Especially Of The Objectives Of Public Utility, Of The Restrictions Imposed For The Protection Against Natural Risks, As Well As Of Any Changes Or Details Through Approved Urban Plans. Equally, In Order To Increase The Efficiency Of The Activity Carried Out By The Administration, It Is Very Important That Information Technology Is Used On The Widest Possible Scale, Both In Relation To The Citizens/Beneficiaries Of The Services And To Other Public Institutions. A New, Modern Approach, Oriented To The Needs Of The Beneficiaries - Citizens And The Business Environment, Must Replace The Classic Approach Oriented To The Institutions Providing Services. Thus, With The Revision And Approval Of The Pug, The Continuation Of The Transition Of The Local Administration To The It Support Systems For Monitoring The Timely Application Of Urban Planning Documentation And The Execution Of Building Permits Is Considered.
