The Purpose Of This Consultation Is To Select An Operator With A View To Concluding A Service Concession Contract In The Form Of Public Service Delegation Within The Meaning Of Article L. 1411-1 Et Seq. Of The Cgct Having For Purpose: - The Operation, Maintenance And Major Upkeep-Renewal Of The Uve And The Adjacent Cinder Maturation Platform (Pmm), With A View To The Treatment And Recovery Of Waste Collected Within The Scope Of The Union Or Subject Of The Agreements Cooperation Agreements Concluded By The Union; - The Financing, Design And Execution Of Mandatory Works, The Description Of Which Appears In The Works Program In Appendix 9 To The Draft Contract. This Procedure Aims To Contract A Public Service Concession For The Operation Of A Unit For The Treatment Of Household And Similar Waste By Incineration With Energy Recovery. The Concessionaires Mission Will Be In Particular: The Design, Execution And Financing Of The Mandatory Works, The Description Of Which Appears In The Works Program In Appendix 9 To The Draft Contract; In Terms Of Design: It Is Up To The Concessionaire To Carry Out The Studies, Produce All The Files, And Obtain All The Administrative Authorizations Necessary For Carrying Out The Work And Operating The Facilities; For Construction: It Is Up To The Concessionaire To Carry Out The Work In Accordance With The Work Program Mentioned Above And Its Offer Appearing In Annex 11 And Annex 12 To The Draft Contract; In Terms Of Financing: Pre-Financing Of Studies And Compulsory Works; Pre-Financing Of Interim Interests During The Construction Phase; Vat Delivery Costs; Financing Compulsory Works; For The Management And Operation Of The Facilities: The Reception And Processing Of All Waste Collected Within The Scope Of The Union And Defined In Article 28 Of The Draft Contract: The Operation Of The Pmm As Well As The Packaging Transfer Dock; Energy Recovery From Waste And Marketing Of The Electricity And Heat Produced; Marketing Of Ferrous And Non-Ferrous Materials; The Marketing Of The Available Capacities Of The Uve And The Pmm After Priority Management Of Waste From The Union And Cooperating Communities; Management Of By-Products Generated By Uve, Namely Refiom And Bottom Ash; The Treatment And Recovery Of Bottom Ash (From Uve As Well As Third Parties) Received At The Pmm; Subscription To The Contracts And Agreements Necessary For The Execution Of The Service, Including Insurance Contracts; Administrative And Financial Management Of The Activity; Upkeep And Maintenance Of The Uve, The Transfer Dock And The Pmm, Including Major Upkeep And Renewal. All Of The Services Expected From The Future Concessionaire Are Specified In The Instructions.
